In recent years,with the deepening of the reform of the administrative system,the "one-stop" administrative service center has become an important model of our government reform.All parts of the country are actively exploring the "one-stop office" and "one window external" administrative examination and approval mechanism.In this context,l city’s "one-stop" government service center was established.With the purpose of convenience,efficiency,probity and standardization,it promotes the operation mode of "one-stop office,one-stop service,operation under the sun and standardized management".Although the "one-stop" government service has many advantages,there are still a large number of problems in many areas that perplex the masses in handling certificates,which has become an obstacle to the good development of the administrative service center.Taking the "one-stop" government affairs service center in L City of Henan Province as the research object,this paper,from the perspective of new public management theory and government process reengineering theory,and using the methods of literature,questionnaire and interview,comprehensively and systematically analyzes the government affairs service status of the "one-stop" government affairs center in L City,finds out the existing problems and analyzes the root causes of the problems,so as to improve the construction of the "one-stop" government affairs center in L City,Improve their government services.It is found that the "one-stop" government service in L City has greatly improved the administrative efficiency and has been fully recognized by the broad masses.However,in its actual operation,there are still some problems,such as not timely handling the needs of the masses,not high recognition of approval services,not in place implementation of service measures,not unified service standards,low service efficiency and so on,resulting in its service functions not being brought into full play.Therefore,By analyzing the causes of the existing problems,this paper proposes to establish a communication mechanism based on the needs of the masses;Change ideas and strengthen organizational guarantee;Promote the reform of the examination and approval system to make up for the lack of service functions;Strengthen measures to improve the "one-stop" government service ability,so as to improve the government service level of L City and enhance the satisfaction of citizens.
