Research On Governance Problems And Countermeasures Of S Relocation Community In Yancheng City

With the advancement of China’s urbanization process,a large number of rural resettlement due to urban expansion have formed relocation communities.Although the identity of resettled villagers has changed from villagers to citizens,the long-term living habits have not changed in time,and the community awareness of relocated residents has not been updated synchronously.Therefore,the relocation community has the dual characteristics of rural community and urban community,and has the characteristics of transitional community.The interests of its governance subjects are complex,and community governance is facing many difficulties.With the deepening of China’s urbanization process,the relocation community will still exist for a long time.It is not only about how to promote the transformation of community governance,but also about how to realize the sustainable transformation of community governance.On the basis of combing the research on the governance of relocated communities at home and abroad,this study defines the important concepts of community,relocated community,governance and community governance,and selects collaborative governance theory,service-oriented government theory and social capital theory as the theoretical basis to carry out relevant research work.The field investigation on the current situation of S Community Governance in Yancheng City shows that there are some problems in current community governance,such as high administrative tendency of community neighborhood committees,lack of fairness and rationality in community governance,lack of vitality of social organizations,prominent contradictions among different interest groups,uneven participation of residents in governance and so on,the causes can be attributed to excessive grass-roots government intervention,the negative effect of humanized governance,insufficient support for social organization resources,conflicts in community transformation and transition,residents’ weak awareness of participation in governance and so on.The main countermeasures and suggestions to solve the problems are: promoting government guidance and strengthening community autonomy;Improve governance methods and strengthen process supervision;Cultivate social organizations and stimulate the vitality of community development;Establish community relationship network and reconstruct community social capital;Cultivate community awareness,guide residents to participate in community governance,and strive to build a collaborative governance relationship among multiple subjects of relocated communities.
