Textile and garment industry is the traditional advantage industry of Jintan District,it is also the pillar industry of Jincheng Town.It plays a positive role in meeting people’s living needs,expanding export,earning foreign exchange,increasing financial revenue,absorbing labor and employment,and promoting regional economic development.In the process of industrialization of Jincheng Town,the textile and garment industry stands out and is worthy of the name of the town’s largest industry,And it has such as Chenfeng group Jingli company and other large modern clothing enterprises.At present,there are more than 1000 kinds of garment enterprises in the town,and the total annual export of garment is more than 130 million pieces,which has initially formed an industrial cluster featuring the processing of export garment,which has played an important role in regional economic construction and social development.However,due to the lack of public service consciousness of jincheng Town government,the development concept is not clear Lack of communication with enterprises and other reasons,the economic development of the textile and clothing industry is still facing many obstacles.Through the questionnaire and interview survey,it is found that the role of the government of Jincheng Town in Changzhou city in the development of textile and clothing industry is mainly reflected in the following aspects:Provision of public services;Adjusting industrial structure;Deepening market supervision;Improving the business environment 。 But there are still some problems that need to be further addressed: the standard of public services is not high;Unclear development plan;Poor communication and coordination channels;Operational supervision is not in place:The reasons for these problems include: lack of public service awareness;The development concept lags behind;Lack of major communication channels;The government management mechanism is not perfect 。 Drawing on the beneficial experience of the government’s role in industrial development of California and Zhejiang Province of China,and based on its own reality,the main measures to improve the textile and garment industry development of Changzhou Jincheng Town government are as follows。Improving public services and improving the business environment;Perfect the system environment,formulate the development plan;Optimize the industrial layout and accelerate the construction of supporting facilities;Introduce preferential policies to increase support;We will improve communication between government and enterprises and strengthen personnel training.
