Research On The Construction And Implementation Of Notary Performance Evaluation System Based On Balanced Scorecard

The comprehensive rule of law is the essential requirement of socialism with Chinese characteristics.As a member of the judicial administration team,notaries are an important part of the legal professional community.Notarization is also an indispensable and irreplaceable link in the process of building China under the rule of law.The scientific construction and implementation of a set of notary performance evaluation system is of great significance to promote the construction of notary team in the new era,improve the notary ability of notary organs,and promote the construction of national rule of law.At present,there are some problems in the performance evaluation of notaries,such as the object is not comprehensive enough,the participation of performance evaluation is low,the dimension of performance evaluation indicators is relatively single,the setting of indicators is not reasonable enough,and the application of performance evaluation results is not enough.The main reasons are that the main responsibilities of performance evaluation are unclear,the quality of objects is uneven,the performance evaluation system is imperfect,and the concept of performance evaluation has not been implemented.The performance evaluation system based on the Balanced Scorecard makes a more comprehensive evaluation of notaries from the four dimensions of customers,internal processes,learning and growth and finance,so as to better overcome the problems in the current performance evaluation.To implement the performance evaluation system based on the balanced scorecard,we also need to unify the team thought,strengthen organizational guarantee,do a good job in communication and coordination,improve the evaluation system,strengthen evaluation feedback,make full use of information technology and build a good talent team.
