Research On Local Government Responsibility In The Construction Of Small And Micro Enterprise Credit System

Social credit system is very important for the composition of market economic system.Its key role is to actually collect and record the real-time credit status of social subjects,evaluate the credit quality of credit subjects,and mobilize the whole society to supervise integrity,praise integrity behavior and punish dishonest behavior.The ultimate purpose is to enhance citizens’ awareness of integrity and further optimize and improve the social credit environment.According to the different types of credit subjects,enterprise credit has the strongest influence among all credit subjects.It can promote and promote the good development of market economy,and as the core element of maintaining and maintaining market order.However,small and micro enterprises are not only the focus,but also the difficulty in the process of building the enterprise credit system.At present,the Chinese government is trying to explore and improve the level of governance,hoping to establish a system of CO governance by the government,society,enterprises and the masses.To build a credit system for small and micro enterprises is relatively a more complex and huge systematic work,which is inseparable from the joint participation and promotion of the government,enterprises and society.When the government functions change,how to clearly position and clearly perform the responsibilities of the government when building the credit system of small and micro enterprises is of irreplaceable significance for improving the level of government governance,accelerating the transformation of government functions and maintaining and maintaining the normal economic order of the market.Based on the relevant concepts and theories of small and micro enterprise credit,this paper summarizes the achievements of the current small and micro enterprise credit system in Taizhou from the perspective of supervision and management of the people’s Bank of China and other relevant government departments.Using theoretical tools such as responsible government and governance theory,and research methods such as literature research,case analysis,investigation and analysis,this paper summarizes the responsibilities of the government in the construction of small and micro enterprises’ credit system in the emerging stage: establishing a credit legal system,integrating and coordinating credit information,supervising the credit industry,implementing a disciplinary mechanism for breach of credit,and improving credit awareness.Analyze the problems and reasons existing in the performance of government responsibilities by relevant government regulatory departments.It also proposes to improve the legal regulations and standard system,establish the public credit information management organization and data platform of small and micro enterprises,improve the credit supervision system of small and micro enterprises,strictly implement the supervision function,improve the punishment mechanism for dishonesty,strengthen the publicity of integrity,and enhance the credit awareness,so as to promote the construction and improvement of the credit system of small and micro enterprises and even the whole social credit system through the correct performance of government responsibilities.
