| In recent years,the development of the network society has promoted governments at all levels to form a multi-coordinated social governance system around the Internet platform.my country’s online government services are becoming more and more mature,and the construction of the national government service platform has achieved outstanding results,providing a new channel for citizens to fully understand and participate in government policy formulation.Although the Internet provides a convenient channel for citizens to participate in policy formulation,it still cannot get rid of the problems of low access rate,low participation,and insufficient depth and breadth of participation.Therefore,how to improve the participation behavior of citizens’ network in policy formulation has become an important issue that government departments need to solve urgently.Citizen network participation in policy formulation requires the use of the network as a channel of participation,which requires participants to have digital literacy.As an objective condition of citizen network participation,digital literacy is an important factor affecting citizen network participation in policy formulation,and it is also an important path to study citizen network participation policy formulation.However,at present,the research field on digital literacy in China is very thin,and the research on digital literacy and network participation is still insufficient,and the research on digital literacy and network participation in policy formulation is even less.So can the digital literacy of citizens influence citizen network participation in policy making? If so,how does the digital literacy of citizens influence the participation of citizen networks in policy making? What role do citizens’ digital literacy play in citizen network participation in policy making?By studying the related literature on citizen digital literacy and citizen network participation in policy formulation,this paper combines citizen participation theory,capability iceberg model,and planned behavior theory to divide citizen digital literacy into two dimensions: digital quality and digital skills.It is divided into two dimensions of participation willingness and participation behavior,and puts forward preliminary theoretical assumptions.By studying the process,methods,and forms of civic network participation in policy formulation,and referring to existing literature,a measurement scale for civic network participation in policy formulation was designed;by designing interview questionnaires,conducting grounded coding,and conceptualizing specific indicators of digital literacy and digital skills,Design a digital literacy measurement scale for citizens,and finally form a questionnaire.After three months of collection,a total of 1198 questionnaires were finally collected,of which 968 were valid questionnaires.SPSS and AMOS analysis software were used to conduct reliability analysis on the questionnaire data,exploratory factor analysis,confirmatory factor analysis,descriptive statistical analysis,Correlation analysis was carried out,and a structural equation model was constructed.Finally,the hypothesis was tested through model fit and path coefficient analysis.The study found that the digital quality of citizens will affect the willingness and behavior of citizens to participate in policy making online.The higher the digital quality of citizens,the more obvious the willingness and behavior to participate;the digital skills mastered by citizens will also affect the participation of citizens online.Participation willingness and participation behavior in policy formulation,the higher the digital skills of citizens,the more obvious the participation willingness and participation behavior;citizens’ willingness to participate will also affect the participation behavior of citizens,the stronger the willingness of citizens to participate,the more behaviors citizens will participate in. |
