Research Of The Shanghai Cooperation Organization Way

Since its establishment,the Shanghai Cooperation Organization(SCO)has made fruitful explorations in political,security,economic and humanistic fields,set up a new paradigm of Eurasian regional cooperation,and opened up the development path of a new type of international organization,forming a series of independently operated and mature operational way.However,the current academic researches mainly focus on the progress of various fields under the SCO framework,and has not yet paid sufficient attention to the abstract concept or phenomenon of “SCO Way”.This dissertation aims to distill the core mechanisms of the “SCO Way”,which will help explain the development trajectory of the SCO,construct a political discourse with SCO characteristics,and contribute to the development of the SCO itself.The logic thinking of the research is as following,firstly,conduct a detailed review of the development history and achievements of SCO in the fields of political,security,economic and humanistic cooperation,and secondly,compare SCO with Association of Southeast Asian Nations(ASEAN)to explore the “ASEAN way” and its inspiration to the “SCO Way”.Finally,the content of the “SCO Way” is extracted,and the value,significance and future optimization directions of this way are discussed.According to this paper,the “SCO Way” includes the following aspects: the regional cooperation approach with security spillover,the regional cooperation concept based on recognition,the power distribution pattern with mutual constraining,the “nest-like”institutional structure,and the “net-like” hierarchical connection.Among to the five aspects,the regional cooperation approach of security spillover is the motivation of development for the “SCO Way”;the regional cooperation concept based on recognition constitutes the operating principle of the “SCO Way”;the mutual constraining of major powers guarantees the development of the “SCO Way”;the“nest-like” institutional structure ensures the flexibility and comfort of the “SCO Way” to a certain extent;and the “net-like” structure helps the “SCO Way” to expand its influence.In addition,the formation of the “SCO Way” has vital value and significance for the development of the member states themselves,especially for China,which not only boosts China’s confidence in participating in regional multilateralism cooperation,but also accumulates experience for China’s participation in the construction of international organizations.However,there are still some limitations within the “SCO Way”,such as constant differences among member states,lack of dispute mediation mechanisms,and insufficient external exchanges and openness.In the future,in order to improve the “SCO Way”,it may be possible to consider emphasizing the resolution of issues with reservations,managing conflicts among member states within a reasonable range,and achieving the diversified development of SCO in docking and integration,so as to continuously optimize the“SCO Way” and thus provide a guarantee for the SCO for play well the role as a regional international organization in the new era.
