| In the face of serious safety accidents,the Outline of the People’s Republic of China 14 th Five-Year Plan for National Economic and Social Development put forward the need to protect people’s life safety and reduce family losses.The Chinese government has carried out pilot work on prevention of work-related injuries nationwide and continuously improved the "Three-in-One" work-related injury insurance system,reducing the incidence of work-related injury accidents and occupational diseases,ensuring people’s life safety and health rights,and improving the level of national safety governance.By reading and analyzing the literature of workrelated injury prevention at home and abroad,the author summarized the different perspectives and views of some domestic and foreign scholars on the research of work injury prevention.The domestic research on work-related injury prevention focuses on qualitative research,which mainly analyzes the improvement of China’s work-related injury prevention system,including work-related injury prevention policies and recommended measures.While many foreign literatures of work-related injury prevention adopt a variety of quantitative research methods from a micro perspective to analyze the benefits of work-related injury prevention.This research mainly analyzes the safety benefits of government’s work-related injury prevention from a micro perspective,and uses a combination of quantitative and qualitative methods to analyze the benefits of different policies,which provides a new perspective for domestic research.However,it fails to make a comprehensive analysis for the safety benefits of work-related injury prevention.First,this research defined three core concepts of work-related injury prevention,occupational safety governance benefits,and work-related injury prevention evaluation.Using the Public Goods Theory to analyze government’s work-related injury prevention,the author concluded that the purpose of government’s work-related injury prevention is to use public expenditure to adjust market resource allocation,improve work-related injury prevention awareness,change individual behavior,reduce the incidence of work-related injury accidents and occupational diseases,and make up for market failures.The safety philosophy theory was used to explain the realization mechanism of safety governance,and the safety benefit evaluation theory was used to analyze the safety benefits evaluation standards of government’s work-related injury prevention.Through theoretical analysis,the author put forward the research hypothesis that the government’s work-related injury prevention would reduce the incidence of occupational diseases,and achieve good policy effects.Second,from the perspective of public policy evaluation,this study combined domestic and international work-related injury prevention practices and concluded,based on qualitative analysis,that the participation rate of work-related injury insurance has increased year by year after the implementation of the work-related injury prevention policy in Chengdu,Sichuan province.Based on the work-related injury data of different industries in each city(prefecture)of Sichuan Province in 2020,the number of occupational diseases was used as the explained variable,and the negative binomial regression model was used to test the safety benefits of the government’s work-related injury prevention pilot policies.It was concluded that the government’s work-related injury prevention would reduce the number of occupational diseases.It was also concluded that the number of work-related injuries and industries have a significant impact on the number of occupational diseases,and the urban individual characteristics have no significant impact on the number of occupational diseases.Third,combined with relevant domestic and foreign literatures,the author organized the formation and development process of the work-related injury prevention system in the United States,Germany,and Japan and summarized the specific methods of their evaluation practice.Finally,through investigation and by using available data and information,the author analyzed the governance dilemma of the government’s work-related injury prevention policy and the causes of the dilemma,and proposed policy recommendations from the perspectives of in-depth governance of work-related injury prevention,work-related injury and occupational disease data,and benefit evaluation of work-related injury prevention. |
