Research On The Protection Of The Right To Education Of Ethnic Minorities In Lao

Education is the foundation of a country’s economic and social progress.At present,Laos is gradually getting rid of the backward state,and the government regards education as an important key to the country’s social and economic development.For minority citizens,the right to education is the basic guarantee for the realization of their right to subsistence and development.For the state,guaranteeing the right to education of ethnic minority citizens is of great significance to the development of economy,culture,and maintenance of social stability.The education problems in ethnic minority areas in Laos are severe.To promote the development of ethnic minority education in Laos fundamentally needs to be guaranteed by the legal system.This thesis is based on the theory of legal protection of minority education,and studies the legal protection of minority education in Laos by means of literature analysis and comparative research,so as to make suggestions for the improvement of legal protection of minority education in Laos.Through research,this paper finds that the enrollment rate and enrollment rate of ethnic minorities in Laos are low,the education problems of ethnic minority women are prominent,ethnic minorities have language barriers in the process of education,and the conditions for running schools are poor.The root cause of these problems is Laos The minority education legal system in China is imperfect,government enforcement lacks supervision,and judicial guarantees are lacking.Therefore,this paper puts forward suggestions on improving the legal protection of minority education in Laos by learning from the advanced experience of the legal protection of minority education in China and the United States.First of all,at the legislative level,legislation should clarify government responsibilities,promote provincial-level ethnic education legislation,and legislate on education funding.Secondly,at the level of law enforcement,it is necessary to improve the content of administrative safeguards and strengthen the supervision of law enforcement safeguards;at the judicial level,it is recommended to improve the administrative litigation and civil litigation procedures in Laos,and to educate minority citizens about the law.
