Research On Village Regulations In The Construction Of A Society With The Rule Of Law

As a basic social norm,village rules and regulations are important institutional norms in the construction of a rule-of-law society.This thesis takes the experience of the rule of law in the villages of southwestern Hubei as an analysis sample,investigates the practical process of the generation and operation of the village rules and regulations,and then analyzes the implementation mechanism of the village rules and regulations.Finally,it discusses the positioning and value of village rules and regulations in the construction of a rule of law society.The practice of changing the customs is an opportunity for the generation of village rules and regulations.The practice of changing the customs in villages in southwestern Hubei is driven by top-down policies on the basis of responding to the needs of the peasants.Self-government is the best way to change the customs and conduct governance.The village has formulated a single statute "Interim Provisions on Civilized Management of Red and White Matters" by activating the main body of self-government and promoting democratic consultation,which has been used as a basis for changing customs and achieved certain results.In the later stage,in order to consolidate the governance achievements,it was written into the comprehensive village rules and regulations.The content of comprehensive village rules and regulations covers all aspects of village production and life,such as compliance with laws and regulations,marriage and family,filial piety to the elderly and loving relatives,courtesy and integrity,changing customs,and environmental protection.The effectiveness of comprehensive village rules and regulations comes from two aspects: one is the collective agreement of the villagers within the village,which can also be called social forces,and the other is the embedding of top-down state power.In the process of formulating village rules and regulations,pay attention to following democratic procedures.The village
