The cyber world is the epitome and mapping of the real world.When we enjoy the modern convenience of the comprehensive integration of informatization,industrialization and commercialization,cyber crimes are also surging.Crimes committed by high-tech means such as electronic communication and network have become more and more frequent,the most representative of which is the crime of telecommunication network fraud.In recent years,the incidence of telecommunications and network fraud cases in my country has been increasing,accounting for an increasing proportion of criminal cases,and the number of property losses of the people has increased year by year.threat.In April 2021,General Secretary Xi Jinping made important instructions on combating and managing telecommunication and network fraud crimes.First,he affirmed that all regions and departments in my country have achieved initial results in the governance of telecommunications and network fraud crimes;Coordinate development and security,strengthen system concepts and legal thinking,focus on source governance and comprehensive governance,adhere to joint management,group prevention and group governance,and fully implement various preventive and control measures and the responsibilities of financial,telecommunications,Internet and other industry regulators,and strengthen Legal system construction,strengthen social publicity,education and prevention,promote international law enforcement cooperation,resolutely curb the high incidence of such crimes,and make new and greater contributions to building a higher level of safe China and the rule of law in China.The prevention and control of telecommunication and network fraud crimes has become an important part of the government’s comprehensive management.Therefore,it is still necessary to conduct in-depth research on the prevention and control mechanism of telecommunication network fraud crimes.By consulting literature,combining with field research,interviews and statistical analysis of tool tables,this thesis studies the prevention and control mechanism of telecom network fraud in L City,and takes the construction of an overall governance prevention and control mechanism of "party and government led,public security main force,Department linkage and people’s participation" as the ultimate goal.Firstly,the author introduces the definition of the crime of telecommunication network fraud,the origin and the latest characteristics of the crime type,and the basic situation of the prevention mechanism of the crime of telecommunication network fraud in China;On this basis,the situation of the case and the operation of the crackdown and prevention mechanism in L City are described in detail;Secondly,it analyzes the problems and reasons of the current anti fraud mechanism in L City,and introduces the construction of the anti fraud mechanism in foreign advanced countries;Finally,on the basis of learning from foreign advanced experience and practical work perception,this thesis puts forward countermeasures and suggestions for the improvement of the strike and prevention mechanism from the aspects of perfecting legislation,optimizing the strike mechanism,establishing an overall governance mechanism,building an early warning and prevention mechanism and building a publicity and education mechanism.
