Research On Accurate Governance Of Illegal Operation Of Online Car Hailing In C City

“Internet traffic” has created an online car-hailing service with great efficiency qualities,convenience,accuracy and differentiation.To a large extent,it satisfies the demands of individualized travel while also resolving some practical issues,such as easing urban traffic congestion and supplementing the lack of public transport capacity.However,due to the fact that the ride-hailing market,which belongs to the traditional taxi,has been preempted,this has led to the complete tearing of the industry’s interest pattern,the internal management mechanism of the car-hailing industry is chaotic,the experience is still young,and there is no order to compete,etc.,the externalized illegal operation of ride-hailing has caused a series of passenger safety incidents and caused the focus of public opinion,and the governance of online car-hailing has become a new topic of academic research.This thesis selects the City C’s illegal operations management as the research object,adopting questionnaire investigation,literature research and individual interview methods.Meanwhile,this thesis deeply digs into the facts from the perspective of traffic law enforcement at the grass-roots level using the theory of public administration.The supervision status and governance process of online ride-hailing in C City,as well as the prominent potential safety problems of passengers and the damage to the interests of online ride-hailing drivers,the flood of unlicensed online car-hailing and the difficulty of public participation in governance are analyzed.Besides,two-way comparative analysis was conducted,including horizontal and vertical perspectives,to observe the actual effect of the release and implementation of "Interim Measures for The Management of Online Booking Taxi Service" and "Interim Measures for the Management of Online Booking Taxi Service" in C City.The investigation found that the current situation of car-hailing governance in C city is not optimistic,the management method of car-hailing is difficult to implement,the problems caused by inadequate supervision are endless,and the contradiction between the old and new business forms is aggravating.The awareness level of the group of ride-hailing passengers and drivers is not high,the platform companies send orders in violation of regulations,the general public has less knowledge of the ride-hailing policy,the ride-hailing industry reports complaints frequently,and there are more law enforcement cases for reconsideration.In the final analysis,it is to the net ask for a car to supervise did not achieve the effect that should have,management is not accurate enough.The reason is,on one hand,the methods and methods of governance are backward and the regulatory capacity is insufficient,the forces are dispersed,and the struggle against human rights breaches and the enforcement of the law is ineffectual,the vigilance effect is not obvious;On the other hand,passengers,short-term interests of drivers and platform firms are pursued unilaterally at the expense of the long-term public good.This thesis examines the issues and multi-level reasons in the process of car-hailing supervision in City C,and proposes ways of accurate governance for unlawful car-hailing in City C,based on the concept of accurate governance and the reality of the development of car-hailing in City C,to explore the “Internet governance”model,identify the source of the problem accurately by means of big data,target on the source of problems,and join together with various forces to achieve the goal of accurate governance of the illegal operation of online car-hailing,and promote the continuous improvement of traffic law enforcement at the grassroots level.
