| In recent years,with the global outbreak of the new crown epidemic,China’s economic growth has gradually slowed,the development of all domestic industries has been more serious impact,and social employment pressure continues to increase.During the two sessions in 2020,then-Premier Li Keqiang pointed out that the ground stall economy is an important source of jobs.In this opportunity major cities have introduced a series of policies and measures to encourage and support the development of the ground stall economy,to mobile vendors as the main business of the rapid development of the ground stall economy and gradually into the right track.With the national people’s determination to fight against the epidemic,the prevention and control of the new epidemic was a major success,and the socio-economic development began to step into the post-epidemic era.Against this backdrop,the economy across the country is rebounding in an orderly manner,the employment scale of mobile vendors is rapidly expanding,and urban governance is facing new challenges.The development of the ground stall economy is a matter of national importance and livelihood,and how to properly govern and guide mobile vendors is a matter of the people’s vital interests and,more importantly,the administrative level and effectiveness of local governments.The significance of this paper is to summarize the characteristics and problems of the development of mobile vendors in Yandu District,Yancheng City in the post-epidemic era,and to provide scientific,efficient,reasonable and legal measures for the orderly development of mobile vendors.The paper also proposes targeted governance solutions with distinctive local characteristics,so that mobile vendors can develop rapidly while adapting to modern urban governance,thus meeting the people’s growing demand for a better life.Supported by the New Public Management Theory and the Polycentric Governance Theory,this article uses in-depth interviews,questionnaires,and literature research to sort out the current situation of mobile vending governance in Yandu District,Yancheng City,and repeatedly analyzes the research data,so as to explore the path of coordinated development between urban governance and mobile vending in Yandu District,Yancheng City,and provide the relevant responsible departments of the local government with practical and reasonable governance solutions,so as to The research data were analyzed repeatedly to explore the path of harmonious development between urban governance and mobile vendors in Yandu District,Yancheng City,and to provide the relevant departments of the local government with practical and reasonable governance solutions,so as to solve the governance problems at the source and promote the sustainable development of regional economy.Although Yandu District of Yancheng City has adopted flexible management in the enforcement and governance of mobile vendors,there are still problems such as imperfect rules and regulations,high management costs,lack of supervision in administrative enforcement and low public support in the process of governance.Based on the above problems,this article summarizes the causes of governance dilemmas,including: lack of awareness of management subjects and limited enforcement power;less institutional departmental linkage and single management mode;lack of policy guidance and insufficient publicity and guidance work.The article gives suggestions in terms of transforming the traditional government management,improving local laws and regulations,and guiding practitioners to innovate and transform,hoping to effectively improve the effectiveness of local government services,thus promoting the progress of urban governance,and thus providing a reference for urban governance and mobile vending governance in other regions of China. |
