Research On The Innovation Path Of Prison Medical Institution Reform Under The Background Of Epidemic Prevention And Control

With the rapid development of China’s economy and the progress of social civilization,the whole society pays more and more attention to public health events.Sudden public health events not only seriously damage public health,but also have a serious impact on society and economy.In early 2020 China novel coronavirus pneumonia outbreak,which was the fastest,the most widely infected area and the most difficult to control and control,was severely tested by the new China.Under the background of normalization of COVID-19’s prevention and control,various medical institutions attach great importance to the emergency disposal of public health emergencies.As a special type of medical and health institutions,prison hospitals face particularly prominent challenges in epidemic prevention and control,which shows the necessity and urgency of the reform of prison medical institutions.With the deepening of the reform of the prison system,the prison function has gradually moved towards specialization and legalization,and the development of prison health work has also embarked on the fast lane.However,health and epidemic prevention work is not the main responsibility of prison work,and there are many deficiencies in the development of prison medical institutions and the development of epidemic prevention work.Since the outbreak of COVID-19,prison medical institutions have obviously exposed the short board of the epidemic.This study conducted a field investigation on the operation of the prison General Hospital of S Province during the epidemic prevention and control period.The study found that under the circumstances of sudden epidemic and daily medical treatment,the hospital management system and epidemic prevention and control have lagged behind in varying degrees,such as obsolete hospital equipment;Lack of enthusiasm of medical staff;In response to public health emergencies,the emergency mechanism is not smooth;Inadequate prevention and control management and imperfect prevention and control system.The existence of these problems has the internal roots of the prison medical system and mechanism,including imperfect epidemic treatment mechanism,incomplete medical system and prevention and control system,insufficient medical support and other reasons,which directly affect the operation efficiency of prison medical institutions.With the epidemic prevention and control entering the normalization stage,it is the development trend in the future to integrate prison medical institutions into the social health prevention and control system and promote prison health and epidemic prevention to become an important part of social disease prevention and control.To comply with this trend,we must seize the opportunity to further accelerate the reform of prison medical institutions,give full play to the functions of prison hospitals,ensure that "no major epidemic" occurs,and eliminate the potential safety hazards of supervision to the greatest extent.At present,the reform of prison medical institutions in S Province has been carried out.Through summarizing the reform experience of prison medical institutions in some provinces of China,combined with the actual situation of prison medical institutions reform in S Province,this paper puts forward innovative countermeasures.First,we should clarify the positioning of medical institutions and establish an emergency management system.The second is to establish a new prison medical network and strengthen the level of hospital informatization.Third,we should equip and strengthen medical police and strengthen the professional and technical training of medical personnel.Fourth,we should strengthen medical cooperation among social hospitals and promote the construction of medical integration.Fifth,we should improve the hospital construction and improve the understanding of the reform of prison medical institutions.By improving the understanding of the urgency of medical institution reform,establish the construction of prevention and control system and medical system under the background of epidemic prevention and control,and accelerate the process of prison medical institution reform.
