| "Policy experimental point" is a typical practice in China’s policy formulation and national governance,and it is a major embodiment of Chinese characteristics."Policy experimental point" is welcomed by governments at all levels with its strong control ability and low policy risk,especially in its regular use in areas involving multiple interests.The results of the "Policy experimental point" can be gradually promoted and evaluated in a certain region,which is in line with China’s national conditions.On January 2,2018,the CPC central committee and the State Council issued the opinions on the implementation of rural revitalization strategy(hereinafter referred to as the "central 2018 file"),"perfect farmers idle homestead and idle housing policy,explore homestead ownership,qualification,use rights separation,the implementation of the homestead collective ownership,safeguard homestead farmers qualification and farmers housing property rights,moderate active homestead and farmers use right",namely homestead"three separation".This is another policy experimental point.The paper takes the reform of homestead system in L County,Guangdong Province as the research case,and analyzes the behavior logic of local government in the policy experimental point process from the perspective of "flow of attention ".Since September 2019,L County has undertaken the national policy experimental point reform of the rural homestead system,and the local government has set up the policy experimental point leading group of the rural homestead system reform and its leading group office are responsible for the reform of the homestead system.This is also the "source" of the L county government’s attention on the homestead system reform in the policy experimental point.Under the leadership of this organization,the spirit and plan of the policy experimental point are uploaded through various meetings and documents to realize the direction of attention.This direction is not without focus.Local governments and local officials choose according to their own interests to make "flexible"implementation and realize the concentration of attention.In the policy experimental point process,it needs to be constantly adjusted through policy publicity and feedback,assessment and supervision,and the adjustment and correction of attention in the villagers’ council.direction of attention,concentration of attention and attention regulation together constitute the "flow of attention "."flow of attention"is a dynamic changing process that involves the transformation of attention,and the effects of these three parts are bidirectional.The high variability of the policy pilot makes the movement in attention more prominent.In the process of attention flow,the interest choice of bureaucrats as "people" and the regulatory role of non-institutional forces inject new blood into the attention distribution mainly focusing on government organizations in the existing research.The concept of "flow of attention" is not only applicable in the policy experimental point system,but also its explanatory power exists in the conventional policies.This paper adopts literature research method,interview method,case research method,based on the national policy experimental point experience of rural homestead reform in L County,Guangdong Province,and analyzes the logic behind the local government behavior in the process of policy experimental point.Analyze why local governments will do it like this,and how attention is converted to achieve attention flow. |
