Research On The Practice Of Rural Revitalization Strategy

The rural revitalization strategy proposed at the 19 th National Congress of the Communist Party of China(CPC)aims to solve the problems of unbalanced urban-rural development and inadequate rural development in the new era.It is a rural development path suitable for China’s national conditions.Of course,only through practice can knowledge become real reality,so the practice of rural revitalization strategy is the most important.Around the theme of "the practice of rural revitalization strategy",the academic circle has carried out many beneficial explorations,but some researches either focus on individual dimensions and lack systematic analysis,or attach importance to technical path optimization and neglect institutional research in the analysis of the practice path.As a matter of fact,the implementation of rural revitalization strategy is a systematic project,and we should not be stuck in the technocratic way of "focusing on the actual situation" by suspending the constraints of the basic system.Therefore,the combination of macro institutional construction and micro path optimization may provide a systematic new academic scheme for the practice of rural revitalization strategy,and provide intellectual support for better solving this problem.Under the guidance of the Marxist theory of urban-rural integration,the research on the practice of rural revitalization strategy mainly includes the following five parts by comprehensively using the methods of literature research,systematic analysis and the unification of logic and history.The first part is an overview of the implementation of rural revitalization strategy.On the basis of explaining what the rural revitalization strategy is,it mainly reveals how it can be put into practice.The urban-rural integration theory of Marx and Engels and the Sinicized Rural development theory of Marxism are not only the theoretical basis for the formation of the rural revitalization strategy,but also the ideological guidance for its practice.The CPC’s experience in exploring rural development and the comprehensive victory in the battle of poverty alleviation provide the practical foundation for the implementation of rural revitalization strategy.The second part analyzes the difficulties and causes of the implementation of rural revitalization strategy.According to the overall requirements of the rural revitalization strategy and combined with national statistical data,this part points out many problems existing in the implementation of China’s rural revitalization strategy in boosting industry,ecological environment,cultural development,grass-roots governance and farmers’ income.It reveals that the deep reason lies in the weak leadership in some regions,the poor material basis for practice,the lack of high-quality construction talents,the weak capital and technology engine,and the insufficient supply of relevant institutions.The third part and the fourth part are the focus of this paper,respectively from the macro system construction and micro path to discuss the implementation measures of rural revitalization strategy.Macro institution construction can provide operation and power guarantee for the practice of micro path.Micro path exploration is a concrete implementation suggestion,reflecting the institution construction and testing the effectiveness of the institution construction.Among them,the third part focuses on the construction and improvement of the leadership,operation,motivation and other systems and mechanisms to promote the implementation of the rural revitalization strategy,and the reform and improvement of important basic systems and systems to ensure the better implementation of the rural revitalization strategy.The fourth part,on the basis of institutional guarantee and centering on the inner core of serving the people,puts forward more specific measures and suggestions for the difficulties faced by the five aspects of flourishing industry,affluent life,ecological livable,local culture and effective governance.The fifth part is the significance of practicing the rural revitalization strategy.The implementation of China’s rural revitalization strategy has opened up a socialist rural development path with Chinese characteristics that is different from western rural development,provided Chinese wisdom for the world’s modernization efforts,and helped highlight the advantages of the socialist system with Chinese characteristics.
