Since the 18 th Party Congress,the Party Central Committee,with Comrade Xi Jinping at its core,has been far-sighted and far-seeing,and has made a series of important instructions and discussions on intellectual property work,profoundly clarifying the significance,important principles,objectives and tasks,ideas and measures,and work priorities of intellectual property work in the new era.On this basis,the development of China’s intellectual property business has achieved remarkable results,and the relevant regulatory and institutional system has been gradually improved.Since 2021,the Party Central Committee and the State Council have successively issued the Outline for the Construction of a Strong Intellectual Property State and the 14 th Five-Year Plan for the Protection and Use of Intellectual Property Rights,which centrally reflect the Party Central Committee with Comrade Xi Jinping as the core.This is a major milestone in the development of China’s intellectual property business and marks a major shift in the development stage,development mode and governance of China’s intellectual property business,which needs to be grasped accurately and promoted solidly.In recent years,improving the intellectual property system is an inevitable requirement for the improvement of the socialist market economy system and the construction of a unified national market,and an important support for Henan Province to achieve the "two guarantees" and implement the "ten strategies".Zhengzhou,as a national IP demonstration city,a national IP city and a key city in the construction of a national IP operation service system,has presented some advantages,shortcomings and problems in its IP management development,which are quite representative and have certain significance and inspiration for the long-term development of other cities.This paper focuses on the local government as the main body of public management,starting from the concept and meaning of local government intellectual property management,and introducing the certain achievements of the local government in intellectual property management in Zhengzhou.Using the methods of literature analysis,comparative analysis and empirical research,and through long-term browsing of the websites of the State Intellectual Property Office and the Henan Provincial Intellectual Property Office,a large number of research articles and scientific research results on local government intellectual property management are obtained,while the experience and practices of local government intellectual property management carried out in three different national intellectual property demonstration cities are compared and analysed to find that local government intellectual property management suffers from policy The analysis revealed that local governments’ IP management has problems such as poorly targeted policies,inconspicuous cultivation of high-value IPRs,low IPR application and transformation,lack of operational talents,and low level of protection,etc.In response to these problems,recommendations were made to optimise IPR-related policy formulation and publicity mechanisms,build a service system,open up the chain of transfer and transformation,optimise the structure of the talent team,and comprehensively strengthen IPR protection.These suggestions are in line with the current realistic needs of intellectual property development and are conducive to the overall improvement of intellectual property creation,application,protection and services by local governments in intellectual property management,so as to ensure that the important role of intellectual property management in the construction of a strong intellectual property country is effectively played.
