Research On The Application Status And Problems Of "Internet+Supervision" In Henan Province

The application of new technologies represented by mobile Internet,big data and artificial intelligence has greatly promoted the development of social productive forces and reshaped production relations in various countries,triggered profound changes in political,economic,social,cultural and other important fields,and significantly changed the relationship between government,market and society.After more than ten years of rapid development,especially since the 18 th National Congress of the Communist Party of China,China’s e-government and government big data system coordination mechanism has been gradually straightened out,and the top-level design has been constantly improved.It will play an increasingly important role in enhancing the Party’s governance capacity,improving public services,optimizing the business environment,and raising the level of public governance.To further streamline administration and delegate power,improve the business environment,and build a service-oriented government,China has continued to push forward the reform of delegating power,regulation,and services since 2016.In this reform process,strengthening and innovating government supervision has played a positive role.On October 22,2018,Premier Li Keqiang presided over an executive meeting of The State Council,proposing to build a national "Internet plus regulation" system to promote standardized,precise and intelligent government regulation.In2021 the government work report: the effective regulation as a necessary guarantee of decentralization,the full implementation of regulatory responsibilities,strengthen to cancel or down things afterwards supervision,examination and approval matters in the perfect classified regulatory policy,perfect cross-sectoral integrated supervision system,push forward the "Internet + regulation",promote regulation ability,intensify faithless punishment,to justice supervision promote Survival of the fittest.This paper takes the "Internet + Supervision" system of Henan Province built by Henan Big Data Administration Bureau as the research object.Through field research on the construction and promotion of the "Internet + supervision" system,this paper first expounds relevant concepts of "Internet + supervision" and analyzes the challenges faced by the traditional supervision mode.This paper introduces the significance and periodical results of constructing "Internet + supervision" in Henan Province.From henan province "Internet + regulation" construction of applied research,this paper analyses the problems existing in the application process,there are mainly system mechanism is not sound,coordinated regulatory push harder,data sharing difficulty big cost is high,the value is not obvious,thus "Internet +regulation" applicable scenario is less,supporting regulatory scenario is not rich,Meanwhile,data security and privacy protection still need to be strengthened.The reasons for these problems are analyzed,because the system and mechanism have not been straightening out,lack of legal norms and technical standards,no reward and punishment mechanism as a starting point to promote,at the same time,the concept of law enforcement personnel also need education change;Through the research to the national advanced province construction experience,on the basis of this puts forward the solution method and Suggestions,"Internet + regulation" the next step of application of propulsion,needs further straighten out the system mechanism,perfecting the top-level design as a whole,to strengthen the application data collation,Related data standards introduced various data sources and standardization,and integration,innovation of regulations scene quickly covered the existing traditional regulatory business scenarios,appropriate implementation risk early warning in advance,the development of mobile terminal adapter or customized applications,in to do a good job of business at the same time,more should pay attention to data security and privacy protection,through technical and mechanism guarantee citizens and legal persons data don’t leak.
