Taking JiaoMei Town As An Example To Discuss The Rural Public Security Construction In The Process Of Urbanization

Rural social security is a social governance work based on the actual situation of the vast rural areas,giving full play to the functions of public security organs,relying on relevant laws and regulations,and using various administrative means to strengthen propaganda and education,so as to maintain the stability of social public order and ensure social public security.With the advancement of the process of rural urbanization and the input of migrant workers and businessmen,the density of urban population is increasing,the contents and ways of people’s life are diversified and affect the surrounding rural areas,which leads to the complexity of the regional social security situation.Therefore,in the face of the emerging new problems and new situations of social security in the context of urbanization,the rural social security work should not only adhere to the established working policy of "mass prevention and mass governance",but also strengthen the construction of social security system.Taking Jiaomei Town,Zhangzhou City,Fujian Province as an example,the situation of rural social security in the process of urbanization was analyzed in this paper by means of literature,investigation,case study and statistical analysis,and then the new problems,situations and tasks of social security were elaborated one by one,and some corresponding countermeasures were put forward finally.While all of them would be summarized as follows:1.The current situation of rural social security in Jiaomei town.At present,the social security work in Jiaomei town still adheres to the general policy of "prevention and control by the masses",both prevention and control,education guidance and punishment.The overall situation of rural social security is stable,and the continuous achievements in the construction of social security system are made.63.81%of the people are satisfied or very satisfied with the public security situation in their village(community),31.60%of them have no opinions Only 0.45%showed dissatisfaction.2.The problems of rural social security in the process of urbanization in Jiaomei town.At present,the problems of rural social security in Jiaomei town are mainly reflected in the following five aspects:(1)the frequent occurrence of property encroachment disputes;(2)the increase of pornography,gambling,drug trafficking and defrauding incidents in rural areas;(3)the prevalence of gathering feudal superstition activities;(4)the prominent social conflicts caused by the increase of transient population;(5)social instability still exists due to the relatively backward construction of rural spiritual civilization and the poor implementation of joint defense and joint control of grass-roots masses.3.The ideas and countermeasures of rural social security management optimization in the urbanization process of Jiaomei town.(1)strengthen the construction of social security and rural public living facilities to build a civilized and harmonious community;(2)strengthen the education of law popularization and the construction of spiritual civilization to enhance the awareness of the masses;(3)strengthen the supervision of leisure and entertainment places to effectively prevent and control pornography,gambling,drug trafficking incidents;(4)strengthen the construction of information technology to improve the ability of law enforcement force to handle cases and work efficiency;(5)take villages as the unit to implement the responsibility system of the main body of rural social security,and form a social security management system of coordination between the top and the bottom and linkage of multiple departments.
