Study On Strategies Of Local Government To Deal With Emergencies

In recent years,as our country enters the critical period of economic transformation and social transformation,various contradictions and problems are highlighted,resulting in frequent occurrence of various kinds of emergencies at all levels.The emergency response is an important indicator to measure the social governance ability of local governments,especially the emergency response ability under major public emergencies,which tests the governance ability of local governments.In presiding over the 19th study of my country’s emergency management capability system and capability building,General Secretary Xi Jinping emphasized that it is necessary to give full play to the characteristics and advantages of my country’s emergency management system,learn from useful foreign emergency management practices,and actively promote the modernization of my country’s emergency management system and capability.Therefore,how to improve and innovate the public crisis response system under the current situation,and improve the credibility and image of the government,has important research significance.This research takes the response strategies of Yima Municipal Government in the"7·19" major explosion accident of Yima Gasification Plant as the research object,analyzes the current situation of emergency management by using the methods of comparative analysis,literature research and questionnaire survey,and summarizes the existing problems,including the weak awareness of prevention of public safety emergencies,and the lack of emergency management ability of enterprise organizations and government agencies involved,The implementation and supervision of the emergency system is not in place,and sufficient social forces are not introduced to participate in the emergency disposal,resulting in insufficient capacity for post disaster recovery.There are many reasons for problems in emergency management,such as weak crisis awareness of the government and enterprises,imperfect emergency management system,failure to implement the main responsibilities of enterprises,failure to fully investigate potential safety hazards,insufficient synergy of social participation forces,insufficient effectiveness of emergency recovery,and imperfect supervision system.In order to improve the ability to cope with emergencies,the local governments need to improve the emergency prevention and control system and improve the emergency management mechanism,and implement the responsibilities for emergency management,strengthening the coordination management,enhance the level of emergency management oversight and expectations through these measures,further supplement the current local government emergency response to short weaknesses,improve the efficiency and effectiveness of emergency management,We will provide security for the people to live and work in peace and contentment,for the sound economic and social development,and for social harmony and stability.
