| The transatlantic relationship between the United States and Europe is the main founder of the current liberal international order and Multilateralism Diplomacy,and is the biggest beneficiary in the existing international order;It dominated the arrangement of post-war international interest distribution pattern,and has natural advantages in national strength,cultural soft power and discourse power.Since the new century,with the rise of emerging countries,especially the rise of China’s economic strength and the flaunting of the image of a responsible big country,China’s status and reputation in the world have been greatly improved.There are more and more calls for the reform of the existing international order and the existing pattern of interest distribution.As the leader and beneficiary of the existing international order,the United States and Europe increasingly regard China as the main challenge or threat to their interests.Therefore,with the process of China’s rise,the process of strategic coordination between the United States and Europe across the Atlantic with China has been strengthened.Up to now,the basic scope of strategic coordination and cooperation between the United States and Europe with China has been determined.It carries out strategic coordination on issues such as economic and trade investment and market competition,high-tech industry competition,traditional military deterrence and regional security defense,human rights and China’s internal affairs.Firstly,by reviewing the existing literature,this paper finds that there is no complete theoretical and empirical research on the origin and current situation of the strategic coordination between the United States and Europe with China in the theoretical research on the trilateral relationship between China and the United States and Europe,the relationship between the United States and Europe and the classic international relations;Therefore,on the basis of reviewing the existing theoretical research,this paper first defines the conceptual boundary,connotation and type of"strategic coordination",and puts forward a middle-level explanation of US European strategic coordination with China based on strategic cognition and alliance cohesion,so as to better understand the evolution process and future development trend of us European transatlantic strategic coordination with China.Reviewing the process of strategic coordination between the United States and Europe in China since the new century(2001),this paper divides this process into four periods,and investigates the specific matters of strategic coordination between the United States and Europe in China in these four periods:the lifting of the arms embargo,the South China Sea dispute,Huawei 5g technology competition and the progress of strategic coordination with China after the Biden administration took office,To further test the theoretical hypothesis of this paper.Out of concern for real politics,this paper focuses on the promotion of strategic coordination between the United States and Europe in China since the Biden administration came to power,that is,strategic coordination with China on normative discourse issues such as the U.S.,Europe,India and the Pacific strategy,economic and trade investment and review,and human rights.It also makes relevant prospects for the limits and scope of the strategic coordination between the United States and Europe with China.Moreover,this paper also makes further quantitative measurement of the concept judgment given in the qualitative part of this paper by using relevant quantitative technology,so as to consolidate the inference of this paper.This paper holds that the strategic coordination between the United States and Europe in dealing with China will be further strengthened during Biden’s period,and the coordination and linkage between the two sides of the Atlantic with China will be further strengthened.However,subject to the internal political changes in the United States and Europe,the structural contradictions in the bilateral relations between the United States and Europe and the possibility of swing in strategic cognition towards China,the strategic coordination between the United States and Europe towards China still has a considerable degree of vulnerability,and there are many variables in the future of the transatlantic strategic coordination between the United States and Europe towards China. |
