Study Of Welfare Model For The Disabled In China

China’s disabled cause started late,mainly under the guidance of the traditional concept of disabled people "ethics and morality welfare model","labor welfare model" and "system welfare model" as the basis of the welfare supply is still limited to the traditional level of material and economic security.With the rapid growth of economy in our country in recent years,rapid progress of social civilization,realizing the grand goal of socialist modernization power,and signed by the countries all over the world agree that the convention on the rights of persons with disabilities,such as time background,the development of undertakings for disabled persons have the thorough comprehensive demand,need to accelerate the construction of the construction of socialism with Chinese characteristics in line with the new era and equality,sharing the world development trend of the disabled welfare model.In this paper,through methods of investigation,interview,literature review,according to the construction of China’s disabled people welfare model problem,from the view of the disabled that affect the quality of the disabled welfare model to construct value based perspective,at present our country disabled person welfare model is studied in the material basis,the reasonable tended to convenience,the concept of social integration,and the public’s perception of the status quo,and disabled people in combination with the specific policy formulation and implementation,analyzing the existing problem The author concludes that the causes are essentially caused by the incomplete transition and transformation of the traditional concept of disabled people.The existing concept of value of disabled people is out of line with the needs of The Times and the assumption of welfare supply model is out of line with the specific implementation behavior.After in-depth analysis of the reasons for the above problems,the author puts forward the need of The Times and the inherent rationality of establishing a welfare model for the disabled based on the new concept of the disabled.New concept emphasizes the social mode and rights for the disabled’s intrinsic value,advocated the disabled as a member of the society as a whole,change the traditional "individualcause" for the "social formation",will be equal to participate in social life,share the achievements of social development,each individual shall enjoy the right of entertainment,the right to development,fully recovery rights as the values of all members of society to practice,to safeguard the welfare of their rights as to persons with disabilities every social individual responsibilities and obligations.This is the general trend of the development of the cause of the disabled in the world,the internal requirements of China’s socio-economic and cultural construction,and the fundamental breakthrough to solve the existing problems of the welfare of the disabled in China.On this basis,combined with the typical Taiwan disabled welfare supply successful cases further support the new concept of disabled people under the necessity of the disabled welfare model and successful experience for reference.Finally,combined with the requirements of the construction and development of socialism with Chinese characteristics in the new era,this paper provides feasible Suggestions for the construction of this new welfare model from the following aspects:construction of assistive environment,resource guidance,implementation of value concept and establishment of evaluation system.Based on the new concept of disabled people,guided by the full realization of the rights of disabled people,and with the goal of "equality" and "sharing" to promote "development",the construction of an all-round argumentation and construction of a development-oriented welfare model for disabled people is the strong driving force and inexhaustible strength to promote the development of China’s welfare undertakings for disabled people.
