Russia has been trying to build and expand its own sphere of influence.Africa and South America are relatively far from Russia.Facing the strategic squeeze from Europe and the United States and the strong rise of countries in the Asia-Pacific region,Russia is building a new pattern of Greater Eurasian Partnership in the Eurasian region,relying on the Eurasian Economic Union.The concept of Greater Eurasian Partnership is mainly oriented towards the eastern part of Eurasia.Its agenda includes,in a narrow sense,cooperation between Russia and neighboring countries in regional development(energy and transport corridors,trade and economic relations,etc.).In a broad sense,it involves cooperation in the fields of strategic security,political ideology,socio-economic issues and culture.Russia is trying to build a"Greater Eurasian Partnership" starting with economic cooperation,with the construction of a free trade zone as an important tool.This paper combines role theory and interest analysis,summarizes the motivation,development challenges and policy adjustment direction of Russia’s Greater Eurasian Partnership from the perspective of eclecticism,and made a specific analysis of the development status of the Greater Eurasian Partnership.The paper argues that Russia’s perception of its role as the leader of the Eurasian Economic Union,the "heart" and "bridge"of the Eurasian continent,a power in the Asia-Pacific region and a reformer of the international order,as well as the expectations of the countries and organizations involved in the Greater Eurasian Partnership for constructive cooperation with Russia have shaped Russia’s economic and strategic interests in its own development,regional cooperation and international order.These interests have led Russia to propose and promote the construction of the "Greater Eurasian Partnership".Through the Greater Eurasian Partnership,Russia seeks to cooperate with China to connect Europe and Asia and to exploit the huge development potential of South and East Asia,including the ASEAN region.Through cooperation with China,India,Japan,South Korea,ASEAN,SCO and other relevant countries and organizations,the Greater Eurasia Partnership has developed into an extensive "umbrella"economic cooperation network,but there are limitations to its development.The limited development of trade in services of the Greater Eurasian Partnership,the suspicion of other countries and organizations about the political intentions of Russia,the weakness of Russia’s own development and the complex conflict of interests of multiple subjects involved in the process of cooperation are not conducive to the future development of the initiative.As a loose,non-binding initiative,the Greater Eurasian Partnership has limited appeal,but it is still of great strategic importance to Russia’s regional strategy and will help Russia develop regional economic cooperation with key actors in the eastward direction of Eurasia,such as China,ASEAN,India,and even Japan and South Korea.In the future,Russia should coordinate conflicts in the framework of cooperation at the level of mechanism building and dialogue,weaken the influence of political factors,and promote the integration of various cooperation mechanisms in the framework of the Greater Eurasian Partnership.While actively responding to the "Greater Eurasian Partnership",China should base itself on the construction of its own "The Belt and Road" initiative and focus on the development of practical projects. |
