An Analysis Of The Matthew Effect Of Resource Allocation In Community Governance--a Case Study

The report of the 19th national congress pointed out that at present,the main contradiction in China’s society has changed from "the contradiction between the ever-growing material and cultural needs of the people and the low level of production"to "the contradiction between unbalanced and inadequate development and the Chinese people’s evergrowing need for a better life".With the continuous acceleration of urbanization,Made the urban community become a huge "community" with more people’s expectations for a better life.Efficient and warm community governance can consolidate the foundation of national governance,enhance residents’ sense of access,condecse people’s strength and enhance their sense of fulfillment,happiness and security.It can be said that the improvement of community governance level is the starting point of people’s better life.This paper starts with the key segment in Community Governance--the distribution of community governance resources.As the basis of community governance,community resources cover three main aspects:Financial resources,human resources and Co resident resources,which affect the efficiency of community governance from different angles.Using the concept of "Matthew effect" in economics and the practice of community public management,and based on pressure system,polarization theory,relationship network theory and resource dependence theory.This paper makes a conclusion that compared with old communities and restructured communities,the current community governance resources focus on political"bright star" communities and new communities,so as to continuously improve the community governance efficiency of communities with successful resource acquisition,Thus,they have won honorary titles at all levels and opened up all kinds of resource acquisition channels.However,communities with lacking resources are faced with group visits and residents’ refusal to cooperate with their work,which has become the "Scar"of the street and made it even more difficult to obtain governance resources.From the perspective of research methods,this paper combines data analysis and self participatory empirical research,selects 15 different types of urban communities in K Street,Kenli District,Dongying City,and describes the current situation of "Matthew effect" in the distribution of governance resources in the basic level communities.Then,using the analytical framework of institutional logic and community governance situational logic,this paper describes the acquisition channels of communities with easy access to resources and communities with limited access to resources from the "Matthew effect",and investigates the positive and negative effects of the "Matthew effect" in the distribution of community governance resources.The positive effects mainly include:frequent highlights and frequent good achievements,It is conducive to the integration and sharing of community resources;The main negative effects are:the distribution of community hardware construction is unbalanced,the management is chaotic,and the tendency of administration is serious.On this basis,constructive suggestions are put forward:cooperation and joint construction,standardized management,improvement of community infrastructure guarantee,quality improvement,establishment of effective property supervision system and information sharing.This paper makes a theoretical and empirical Analysis on the link of resource allocation in community governance,and points out that in the grass-roots community of Kenli District,Dongying City,where the function of community autonomy is weakened and the administration is significantly enhanced,the "Matthew effect" plays a role that can not be ignored.How to play a positive incentive role in the "Matthew effect" and eliminate the governance efficiency gap between communities,It is a historic issue facing the grass-roots government.
