Research On Problems And Countermeasures In The Approval Of Residential Quarter Planning Schemes In County

The approval of residential district plans has always been a hot area for people’s livelihood.With the rapid development of China’s economy and society,and the constantly increasing urbanization rate,more and more people have changed the way they lived,some become citizens in the city,some move back to resettlement community,some go to big cities from small towns,the residences have also changed from bungalows to buildings and multi-storey to high-rise buildings.The change of living mode has a direct impact on the daily life of the masses.For example,changes in sunshine conditions,living spaces,and surrounding environment.This makes the masses need a process of adaptation,it also puts forward new requirements for the approval of residential district planning plans of government departments.From the characteristics of the approval of the residential district plan itself,it faces the people’s livelihood directly and is related to the evaluation of the work of government departments by the masses;it involves multiple interests which the approval department needs to coordinate as a whole;it’s heavy workload asks higher requirements of efficiency.For the part of approval content,the plan of the residential district directly determines the living environment and the allocation of service facilities for the people who live in there,it determines the quality of life of the masses.This paper uses the knowledge related to public management to systematically study the approval of residential community planning plans in County A,which is conducive to promoting the innovation of public governance concepts in this field from the theoretical level,helping the government to improve the planning and management level of residential communities from the practical level,thereby enhancing the ability and level of serving the people,improving the satisfaction of the masses,and comprehensively promoting the construction of service-oriented government.The main research idea of this paper is to find problems,analyze problems,and solve problems.Combined with the literature on the approval of residential community planning schemes at home and abroad,the stakeholder theory and service-oriented government theory are used to deeply analyze the development status and main problems faced by the approval of residential community planning schemes in County A.Through data study and field investigation,it was found that County A mainly faced the following problems in this work.First,the existing concept and the constraint of the management mechanism have led to the lag in the administrative concept of the examination and approval department;second,insufficient capacity for public access to information and participation has led to low transparency in programme approval and low levels of social participation;third,insufficient consideration of the particularity of the approval of residential community plans has led to the phenomenon that the same standards exist in the approval of planning plans;fourth,the imperfect operation mechanism of approval has led to the need to improve the efficiency of approval.Combined with the actual situation of County A,through reading the literature and empirical research,the following solutions are proposed.The first is to adhere to the concept of service administration and promote the transformation of traditional concepts;the second is to improve the path mechanism for participating in the examination and approval,improve the quantity and quality of participation;the third is to scientifically make decisions and coordinate the interests of all parties in view of the particularity of the approval of residential community plans;the fourth is to improve the efficiency of approval with the improvement of the approval mechanism and procedures.
