The Dilemma And Transformation Of The Illegal Operation Campaign-style Governance Of Public Transportation In Linyi City

With the improvement of living standards,people’s travel needs have also changed,and the requirements for safety,comfort and convenience are getting higher and higher.It is difficult for traditional public transportation to meet people’s increasing demands,which makes illegal operations intensify,which not only disrupts the order of the road transportation market,but also causes huge harm to public safety.Hence,Linyi has invested a lot of energy to carry out campaign-style governance of illegal operation of public transport for many times.However,the governance effect is not satisfactory.Even if the illegal operation is temporarily curbed,it will make a comeback when the wind is outdated,and the problem of illegal operation is difficult to solve properly.It can be seen that only relying on the campaign-style governance model to control illegal operations has limited effect,so researching the transformation of the campaign-style governance of illegal operations has become an important task that needs to be solved urgently.This paper systematically sorts out the domestic and foreign literature research on the concept,causes,harm,governance of illegal operation and the concept,causes,characteristics and operation mechanism of the campaign-style governance.An in-depth investigation was carried out on the governance of illegal operation of public transport in Linyi City by means of interviews and questionnaires.First of all,it defines the concepts of illegal operation,public transportation,and illegal operation governance,and expounds and analyzes the theories of the campaign-style governance,normalized governance and institutional governance as research theories.Secondly,based on the current situation of the passenger transport market and illegal operation in Linyi City,three special rectification actions for illegal operations in 2009,2017 and 2021 were selected as cases to analyze the process of illegal operation movement-style governance changes in Linyi City,and sorted out the dilemma faced by campaign-style governance of illegal operation of public transport.The dilemmas mainly include the lack of continuity of governance activities,the repetition of governance effects,the dependence of governance,and the dilemma of high cost and low efficiency of governance.Then it analyzes the restrictive factors of the transformation of illegal operation movement-style governance in Linyi City,mainly including structural factors,institutional and mechanism factors,and objective environmental factors.Finally,based on the above analysis results,it proposes a way to transform Linyi City’s illegal operation governance from campaign-style governance to institutional governance from three aspects:multiple collaborative governance,establishment and improvement of systems and mechanisms,and cracking of objective constraints.
