| With the evolution of globalisation and the development of various governance issues on a global scale,participation in the international system has become part of the diplomacy of each country.Since the reign of Vladimir Putin,including the Mep period,Russia has been dominated by his United Russia party,and the domestic political environment has been generally centralised and stable,hence the continuity and consistency of its foreign policy during this historical period.For Russia,the international system was seen as a tool for pursuing its interests,and the different types of behaviour in the international system,both positive and negative participation,were based on considerations of national interest.This paper is an interpretive study that explores the main factors influencing Russia’s behavioural choices in the international system and their causal mechanisms,based on the theory of the international system and the practice of Russian diplomatic behaviour.Firstly,an attempt is made to construct a causal framework based on the two variables of institutional discourse and institutional effectiveness in relation to Russia’s choice of institutional behaviour,and to test each of these in three specific cases,namely the UN Security Council,the International Monetary Fund and the Council of Europe,accordingly.Secondly,the theoretical study and the case studies provide a theoretical and practical basis for the analysis of Russia’s current participation in the international system in the following section,in order to further understand the challenges Russia faces in integrating into international institutional arrangements and to identify its initiatives to improve its institutional discourse and the effectiveness of the international system.Finally,it is hoped to provide inspiration for optimising Russian-Chinese cooperation in the international system,i.e.to consolidate the authority of the United Nations and international law,while maintaining the independence of foreign policy-making,and to resolutely oppose hegemonic practices that circumvent international law;to strengthen solidarity and cooperation with developing countries,explore opportunities for cooperation within the United Nations,the G20,the BRICS mechanism and other international organisations,and expand the development space for emerging economies.Provide international public goods and promote the "Russian-Chinese solution" to global governance issues in order to enhance its voice and influence in the international community.The study of Russia’s behaviour in the international system will not only help to develop a theory of the international system,particularly in relation to the interaction between the state and the international system,but will also help us to better understand Russia’s policy intentions in the international community,observe the changes in the international system,and provide us with a reference for more efficient interaction with the country in the global governance platform or for risk avoidance. |
