The Fourth Plenary Session of the 19th CPC Central Committee made a major decision to uphold and improve the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity."If the foundation is not strong,the earth will shake." To some extent,the level of decision-making of grass-roots governments directly determines the effect of decision-making implementation of the central government.Therefore,the decision-making type and optimization path of grass-roots government is a subject worthy of academic attention.As China is a unitary country,local governments at all levels are highly similar in decision-making activities.Therefore,selecting a sample to carry out relevant research has a certain universality.Therefore,this thesis selects the joint meeting of the party and government of H sub district office in M District of D City as the research object,draws lessons from the research results of relevant government decision-making at home and abroad,and deeply investigates and studies the collective decision-making process and current situation of the party and government leading group of h sub district office.During 2019-2021,I attended the joint meeting of the party and government held by H sub district office,personally participated in the whole process from topic submission,meeting discussion to decision-making,and mastered a wealth of empirical data,so as to ensure the authenticity and reliability of the conclusions of this thesis.Firstly,this thesis objectively describes the rules of procedure,main procedures,decision-making process and main sources of topics of the joint meeting of the party and government of H sub district office.Through close observation of the decision-making process of the meeting of H sub district office,this thesis summarizes six basic rules of procedure,namely:obey the decision-making of the superior,the last position of the main leaders,"minimum consent",topic screening,important topics "should be on top" and maintain the stability of decision-making.This thesis adopts the typological method to summarize the street decision-making into three modes:executive mode,discussion mode and response mode.On this basis,the executive decision-making is further divided into full executive decision-making and incomplete executive decision-making;Subdivide deliberative decision-making into procedural and non procedural decision-making;The responsive decision-making is subdivided into open door and close door decision-making.Different decision-making types have significant differences in pass rate,complexity of decision-making process,number of decision-making types and main applicable rules of procedure.In practice,when dealing with different decision-making problems,the government will apply its matching decision-making model.Executive decision-making corresponds to deployment issues,deliberative decision-making corresponds to internal participation issues,and reactive decision-making corresponds to exogenous issues.If there is a "mismatch" between the issue and the type of decision-making,it may affect the quality of decision-making and even cause decision-making mistakes.It is found that there are still problems in the decision-making of grass-roots governments in China,such as the decision-making of lower levels depends on the decision-making of higher levels,the irrational attitude of individual decision-makers,the insufficient public participation in decision-making,the lack of completeness of decision-making information,etc;Based on the reality of China’s grass-roots government,this thesis puts forward four targeted improvement measures,such as improving the grass-roots government’s independent decision-making ability,reducing the influence of irrational factors,opening the policy-making process and improving the quality of issue creation,in order to optimize the grass-roots government’s decision-making process,improve the scientific level of grass-roots government’s decision-making and help the grass-roots government obtain better decision-making results. |
