| As a part of reflecting the national governance ability and level,the decisionmaking ability of administrative leaders of government departments has been paid more and more attention.Moreover,the decision-making ability of administrative leaders of government departments in any region is related to urban development,economic development,people’s livelihood and many other issues.As the leading personnel of the grassroots government,the grass-roots leaders of government departments also play a huge role in the government’s governance ability and level.Heilongjiang province,which is considered to be a major province of population outflow,lags behind in economic ranking and has problems in the decision-making ability of administrative leaders of government departments.However,Heilongjiang province is also in rapid development in recent years.Government departments have issued relevantpolicies to retain talents for Longjiang Construction,strive to improve the economic development of Heilongjiang Province,and better guarantee people’s living standards.Only handle the relationship between the grass-roots government and the parties,in order to better safeguard the people’s living standards,Heilongjiang government departments at the grass-roots level leader decision-making ability becomes even more important,the correct reasonable decisions can be improved overall development in Heilongjiang province,can improve people’s living standard and quality in Heilongjiang province,can better serve the people,make people happy.According to the theory of bounded rationality,rational decision theory,gradual decision theory and regulate the best decision-making theory as the theoretical basis for the study of government grass-roots leaders in Heilongjiang province by fine analysis of the factors affecting the decision-making of leaders are divided into individual factors,organizational leadership internal factors,external environment factors in three aspects:leadership.This paper main research methods of this thesis are documention method,questionnaires method and the method of statistical analysis to study the influencing factors of decision-making ability of the grass-roots leaders of Heilongjiang provincial government departments,and analyzes in detail the influencing factors of decisionmaking ability of the grass-roots leaders of Heilongjiang provincial government departments.On the basis of subject factor and object factor,this paper builds the influencing factor model of decision-making ability of grass-roots leaders in Heilongjiang provincial government departments by using three factors: leader’s personal factor,leader’s internal factor and leader’s external environment factor.The relationship between the personal factors of leaders,the organization interior factors of the leaders,the external environmentalfactors and the decision-making capacity of the executive leaders in Heilongjiang province government is hypothesized.A total of 243 effective questionnaires were collected through questionnaires.Through the reliability test and validity test with descriptive statistics analysis,analysis of data and hypothesis testing were conducted.Understand the domestic and foreign research status,and get inspirationby fully learning advanced decision-making experience in foreign countries.After optimization and integration,it conforms to the actual situation of Heilongjiang Province,and is applied to the decision-making process of grass-roots leaders of Heilongjiang provincial government departments to provide better decision-making methods or experience.To enhance the decision-making ability of grass-roots leaders of Heilongjiang provincial government departments.Finally,in view of the personal factors of leaders,the organization interior factors of the leaders and external environmental factors of leaders,propose targeted perspective,scientific,reasonable and effective practical solutions. |
