To a great extent,the modernization level of a country’s governance system and governance capacity is reflected in the grass-roots level.The problem of secondment of civil servants in grass-roots government has become an important aspect that affects the self-improvement and development of civil servants in grass-roots government.There are some negative effects in the secondment of civil servants in grass-roots government,such as high mobility,low work efficiency,lack of sense of belonging,and increase of government operation.In view of this,this paper attempts to explore the reasons for the grass-roots government secondment problems,for how to regulate the grass-roots government civil servants secondment issue has a certain guiding significance.Based on the research background of the current situation of L County grass-roots government civil servant secondment,this paper uses semi-structured interview method to obtain first-hand detailed data,the method of subject analysis to analyze the qualitative data,and summarize the current situation,types,characteristics and influence of L County grass-roots government civil servant secondment,at the same time,the author makes a deep research and interpretation on the problems existing in the government secondment,such as the imperfect management system of the government secondment,the non-standard management of the government secondment unit,and the restricted development of the civil servants in the grass-roots government.Based on the theory of personnel flow and the two-factor theory,this paper analyzes the problem of civil servant secondment from three aspects:the deviation of system setting,unsound management system,and lack of transition.The deviation of system setting include performance appraisal,circulation mechanism and imperfect establishment.The unsound management system include working environment and low pay at the grass roots level,"Pressure system" results in mismatch of power and responsibility.The lack of transition include transformation of government functions,Improper use of "Supervision and examination right".In view In view of the cause of the problem,,this paper point out three suggestions about solving the question of the secondment of civil servants at the grass-roots level,including constructing perfect system of civil servant secondment,strengthening the incentive mechanism of the civil servant management system,deepening the reform and promoting the transformation of government functions. |
