| China’s trade associations have the typical characteristics of "top-down" generation and dual management system,and because of the special nature of its service targets,it is more prone to the problem of supervision and management difficulties.China started the process of decoupling reform in 2015,and as of now,the decoupling work has been basically completed.After the end of decoupling,the problem of supervision and governance of trade associations under the new government-society relationship has emerged.Before decoupling,the supervision of trade associations mainly relied on government supervision,and the selfgovernance and social supervision of trade associations were weak,with the focus of supervision mainly concentrated on the "dual management system" as the grip of a prior supervision,and lax supervision during and after the event.After the decoupling,the original dual management system is broken,and the trade associations are more directly oriented to the market and society.Each subject urgently needs to explore more ways of supervision and build a reasonable and solid supervision and governance structure.Most academic studies on the related supervision and governance issues focus on a single trade association autonomy or government supervision system,and less in-depth exploration of its supervision system from a holistic perspective.This thesis combines the actual operation mechanism of trade associations and existing research models of government regulation and trade association autonomy.It clarifies the conditions that the supervision of trade associations satisfies cooperative governance,applies to a cooperative framework,and can better exert the combined force of supervision and governance through cooperative governance.Based on the definition of trade association decoupling and industry association regulation,this thesis places the study of trade association regulation in the cooperative governance analysis framework of "environment-structureprocess".Using the comparative method,case study method,and interview method,we interviewed the staff of the Civil Affairs Department and the trade association,and sorted out the decoupling situation and supervision and management of the T Association.At the same time,the prevailing supervisory and management problems of trade associations are analyzed by combining the thinking of the academic community on supervision issues and the situation of other trade associations that have been notified for negative supervision issues after decoupling.It is found that post-decoupling trade association supervision generally faces cooperation environment problems such as defective legal environment,missing policy environment,and lack of foundation in cultural environment,inadequate personnel mechanism,poor communication network,and imperfect internal governance structure,as well as insufficient motivation mechanism,power rent-seeking,and cooperation assessment gap.In the framework of the model,the deep-seated causes of the dilemmas are analyzed,and it is found that the root causes lie in the innate inadequacy of the cooperative environment,the confusion of the cooperative structure network,and the conflict of cooperative process concepts.To address the problems and causes,the thesis proposes suggestions for exploring and innovating the supervision system of trade associations under the concept of cooperative governance in three aspects:optimizing the cooperative environment,improving the cooperative structure,and perfecting the cooperative process,to promote the benign and standardized development of trade associations. |
