The trade association is an autonomous organization with rapid and vigorous development in the modern market economy because of certain economic attributes. The research on its function and the relationship with the government has attracted much attention.Since 2013 the direct registration system of trade associations was put into effect, the trade association separated from the government steadily,so regulatory issues trade association has become an important field of academic concern.In the original dual management system, the Government actually put the trade association into the power of administration, showing the basic characteristics of administrative control.In this case, the trade association regard the government’s request as the target, prone to functional alienation. By visiting several representative trade associations in Shanghai, the author understood the reasons and performance of the functional alienation of the guilds under the control-type supervision, and to propose that based on the specific status of the industry associations as the main body of public governance. After the decoupling of the trade associations and the government organs in 2015,we should establish the cooperative regulatory system of the trade associations on the basis of the trust relationship.Based on the experience of the supervision system of western trade association and the beneficial exploration of Shanghai Biomedical Association, this paper puts forward that we should strengthen the trust relationship between trade association and other stakeholders to inspire the supervisory impetus of various stakeholders.In the framework of the holistic governance, the establishment of regulatory bodies-synergies of the main structure of the superposition for the trade associations so that they could obtain a more relaxed external development space at the same time to operate in an orderly regulatory system. What we do is to promote the standardization and self-discipline of trade associations.
