Construction And Empirical Study Of Rural Livability Evaluation Index System

The improvement of rural living environment is an important part of the rural revitalization strategy,and the development of livable construction in rural areas is not only a major policy,but also the aspiration of the people.Liangying Town is located in Chaoshan area.It is the township with the largest population in Shantou City and a famous hometown of overseas Chinese.However,there are still few studies on the livability of this area.The livability level of Liangying Town is analyzed from three aspects: livability,social livability and ecological livability.This paper evaluates the rural livability of Liangying Town in Shantou City,and constructs an evaluation index system of rural livability in Liangying Town,which includes the criteria layers for economic livability,social livability,and ecological livability.The index layer has a total of 20 indicators.The subjective and objective weights are determined by the AHP analytic hierarchy process and the entropy weight method respectively,and the comprehensive weight is obtained by the weighted sum method.Through the index system,the rural livability of Liangying Town in the past five years is evaluated.The main results are as follows:(1)The comprehensive evaluation index from 2017 to 2021 is 0.6250,0.6223,0.6737,0.6706,10.7266,which are at the general livable level,and the livable construction level of Liangying Town is constantly improving;(2)The evaluation coefficient of the criterion level shows that the construction situation is the best for ecological livability,followed by economic livability,and social livability with a large gap from the reference value.Combined with the analysis of the Engel coefficient,the living standard of rural residents in Liangying Town is the highest.At a higher level of a well-off level,people’s needs for food and clothing have been better satisfied,and the dominant role of higher-level needs has begun to become prominent.(3)In-depth analysis of the indicators at the indicator level and classification according to the construction situation and degree of importance,including 4 key indicators,namely GDP growth rate,Engel coefficient,number of medical and health institutions per thousand population,number of beds per thousand The population has the number of junior high school students;5 important strengthening indicators are per capita GDP,urban per capita disposable income,rural per capita disposable income,per capita housing area,and the number of doctors per 10,000 population;11 indicators of consolidation and quality improvement.On the basis of in-depth understanding of the current situation of Liangying Town,combined with the comprehensive evaluation system of rural livability of Liangying Town,the following problems exist in the construction of rural livability in Liangying Town: First,the lack of economic vitality and livability construction motivation Second,the mechanism for the participation of diversified subjects in the construction has not yet been formed.Third,the level of public services is uneven.Third,the long-term supervision mechanism for rural ecological environment governance is not perfect.Combining the advanced experience of rural livability construction at home and abroad,the following countermeasures are put forward for the rural livability construction of Liangying Town: First,give full play to the advantages of grass-roots organizations;second,optimize the industrial layout;Improve the level of public services;the fifth is to improve the ecological environment governance and supervision mechanism.
