Study On The Evaluation System Of Local Government Image From The Perspective Of Public Crisis Management

Modern society is also a risky society.In the process of rapid development of productivity,the complexity and uncertainty of human activities are increasing,and the probability of public crises has also greatly increased.The COVID-19 that broke out at the end of 2019 has had a huge impact on my country’s public security interests and social order.With the power granted by the public and the constitution,the government relies on sufficient public resources and strong organizational power to play the main role of public crisis management.In this special governing environment,the government has received more extensive social attention.The government image is the objective and actual subjective impression of the government in the public’s mind,reflecting the public’s perception and evaluation of the government,and their level of trust and support,is essential to the effectiveness of government public crisis management.Considering the connotation and constituent elements of modern government image,this paper attempts to establish a set of government image evaluation index system from the perspective of public management crisis on the basis of research on government image evaluation at home and abroad,including the three image dimensions of government value image,government behavior image,and government performance image,as well as specific observation indicators under each dimension.Taking the Wuhan COVID-19 as a research case,the public’s image evaluation results of the Wuhan government were obtained through questionnaire surveys,and SPSS 20.0 was used for data statistics and analysis,and the following results were showed: The self-compiled questionnaire has good reliability and validity.It provides feasibility verification for the measurement of government image;the public is relatively satisfied with the overall image of Wuhan government during the epidemic prevention and control period,and the evaluation of value image is better than performance image and behavior image.The government’s public crisis management is successful.However,low-scoring indicators also exposed certain problems;differences in subjects’ age,political outlook,educational background,occupation,overseas experience,and information acquisition methods will affect the evaluation of the government’s image.Finally,according to the evaluation system composition indicators and the empirical analysis results,the local government image optimization strategy from the perspective of public crisis management is proposed.
