Research On The Current Situation And Countermeasures Of Community Correction In Guangzhou

Community correction is an effective expansion of the extension of penalty execution,the mainstream of global penalty execution,and the epitome of socialization,humanization and low cost of penalty execution.Since the community correction was carried out in 2003,a lot of research and practice have been carried out on the theory and practice of community correction penalty execution.The relevant laws and regulations have been continuously improved,the system has been gradually improved,and the community correction has achieved good results.In December 2019,the community correction law of the People’s Republic of China was officially promulgated,which laid a solid foundation and provided a strong legal guarantee for promoting and standardizing the community correction work,improving the correction quality of prisoners,and preventing and reducing crimes.The Fourth Plenary Session of the 19 th CPC Central Committee proposed to speed up the modernization of the national governance system and national governance capacity,increase the research on the implementation of community correction penalty under the new situation,give full play to the advantages of community correction penalty implementation,and promote the comprehensive rule of law,which is an important part of the national governance system reform and has great practical significance.This paper makes a preliminary study on the theory of community correction penalty execution at home and abroad,analyzes the relevant concepts and the current situation of execution,and on this basis,carries out the analysis of the current situation of community correction execution in China.Combined with the current situation of community correction penalty execution in Guangzhou and some achievements in recent years,relying on the way of investigation and questionnaire survey,this paper analyzes the current situation of community correction penalty execution in China,This paper systematically summarizes and analyzes the main body,staff,methods and guarantee of the implementation of grassroots community correction in Guangzhou.Through the thinking of the above problems,it is concluded that the current grassroots community correction implementation force is still weak,lack of professional skills,lack of system implementation procedures,implementation methods need to be improved,lack of implementation guarantee,deviation of implementation concept direction and other causes,and then through the exploration and summary of Shanghai to establish a government purchase service mechanism,Zhejiang through relying on grassroots organizations This paper puts forward some countermeasures and suggestions to further improve the implementation of community correction at the grass-roots level,such as optimizing judicial and administrative resources,building correction professional team,using correction implementation concept,optimizing government purchase service mechanism,and promoting the active participation of social forces,In order to promote the long-term development of community correction penalty execution.
