| In 2008,the Regulations on the Openness of Government Information of the People’s Republic of China came into effect,marking that the Chinese government began to improve government information service in accordance with the law.In the information era,however,confronted with growing demand for government information from the public,how to create a user-centered information service mode to provide the public with convenient,efficient and perfect government information service,so as to achieve modernization of governance system and capacity,is an important mission for all levels of government in China.Government information service has become a hot topic of theoretical research.The academia has carried out a series of research and discussion on the related fields of government information service,and the results are considerably abundant,but on the whole,there are still more macro achievements and less micro achievements,and the attention to the grassroots government(especially the county-level government)is far from enough.Government information service is related to the vital interests of the public.The level of government information publicity and the quality of government information service of the grassroots government have a significant impact on the public’s sense of identity to the service-oriented government.Therefore,it is of great practical significance to study the government information service of the grassroots government.This paper takes Jingyan County of Sichuan Province as the research object,grounded on three theories including new public service,government performance evaluation and user centered,based on analysis of previous research and related literature for the government information service,and carried out according to the idea of “finding,analyzing and solving problems”.First of all,through the literature research method,this paper collects domestic and foreign literature,data and policy documents related to the research topic,searches for the theoretical and spatial basis,and constructs the research framework and ideas.Secondly,it comprehensively uses network survey,questionnaire survey and field investigation to study the supply and demand of government information service in Jingyan County.The research results show that Jingyan County has made some achievements in government information service,but there are still deficiencies in information content,information channels,interactions between government and the public,personnel quality and so on.Finally,this paper puts forward optimization countermeasures in five perspectives to conform to practical situation of Jingyan County,that is,to strengthen the awareness of information service,to optimize information resources and content,to unblock information service channels,to improve the system and personnel guarantee,to innovate information service methods,and to promote the interaction between the government and the public. |
