Study On The Causes And Countermeasures Of Rural Micro-Corruption In H District Of Yibin City

Literally,"micro-corruption" refers to micro-corruption.In this paper,"micro-corruption" refers to the corrupt behavior that people who have the right to exercise public power violate relevant laws and regulations to seek personal gain for themselves or others in the process of exercising public power,but the circumstances are slight and fail to meet the sentencing standards.With the development of economy and society,especially the deepening of poverty alleviation and the comprehensive implementation of rural revitalization strategy in recent years,a large number of funds and projects are inclined to the grass-roots level.However,due to the weak supervision force at the grass-roots level for a period of time,the "micro-corruption" around the masses is prone to occur frequently,and the grass-roots people are not satisfied with it.The problem of "micro-corruption" at the grass-roots level has become a pain point in the hearts of the masses and a hot spot of social concern.In this paper,the problem of "micro-corruption" at the grass-roots level is locked in the scope of "village",that is,this paper only studies the related problems of "micro-corruption" from the category of administrative villages(communities)under the current system.According to the idea of "asking questions,analyzing and investigating,solving problems",using rent-seeking theory,holistic governance theory and power restriction theory as the basis of this thesis,through studying the case files of rural "micro-corruption" from 2016 to 2020 in H District of Yibin City,the actual situation of rural "micro-corruption" governance and based on interviews with village(community)discipline inspection Committee members and other relevant personnel,from personal factors,politics,Finally,a set of formation mechanism of rural "micro-corruption" was analyzed and summarized,and the general countermeasures were put forward from the perspectives of individual factors,governance system and party and government supervision.Meanwhile,it was proposed that democratic supervision,social participation and social supervision should be integrated into the governance countermeasures,and social anti-corruption ideas should be used to promote rural "micro-corruption" governance and form an optimized mechanism for rural "micro-corruption" governance.It provides a reference basis for the governance of rural "micro-corruption" in H District of Yibin City to a new level and improve people’s life satisfaction,and also provides a certain reference value for the governance of rural "micro-corruption" in other areas of China.
