| With the increasing development of China’s economy and the gradual improvement of people’s living standards,the development process of tourism industry continues to improve,and tourism resources must be integrated and utilized across regions.However,in the development of China’s tourism industry in the past two decades,there are some serious problems in the development and integration of regional tourism resources,such as low efficiency,repeated construction,unbalanced development among regions and departments,and low scale efficiency.In this context,with the vigorous development of tourism industry and the successive development of tourism resources,local governments across the restrictions of administrative regions,from closed to interactive,from competition to cooperation,strengthening intergovernmental cooperation is the trend of public administration reform,is to conform to the trend of the times,is also the inevitable choice of cross regional tourism resources integration and development.As the existing literature can not fully and accurately analyze and effectively guide the work of local governments,especially how to improve the efficiency of cross domain tourism resources development and the cooperation mode of district and county governments is still in the exploratory stage,it is necessary to deepen this problem on the basis of summarizing the existing research results.In the integration and development of cross regional tourism resources,how to promote the cooperation between neighboring governments and how to coordinate the relationship between local governments is the core content of this paper.This paper selects the "two seas" demonstration area in Yibin City as the case of problem research and analysis,takes the cooperation between the district and county governments as the research level dimension,according to the research idea of "raising problems-researching problems-analyzing problems-solving problems",through the use of new regionalism theory,collaborative governance theory and public choice theory,adopts the methods of literature research,in-depth interview,cooperation and cooperation Through case analysis and field research,this paper combs the background of the establishment of the "two seas" demonstration zone in Yibin City,makes SWOT analysis,studies its cooperation mode and expected results,and analyzes the current situation of the cooperation between the "two seas" demonstration zone and Changning County and Xingwen County.Then,combined with the interviews,it concludes that there are some problems in the cooperation among the local governments in Yibin City,such as the weak willingness of intergovernmental cooperation,the lack of cooperation,the lack of cooperation between the local governments and the lack of cooperation There are many problems,such as the serious phenomenon of self governance and the high cost of cooperative transaction.Through in-depth research,this paper believes that the main reasons for the problems in the cooperation between local governments are the backward concept and consciousness,the obstacles of administrative divisions,the competition of performance appraisal,and the absence of organizational system.Finally,from establishing a sense of win-win cooperation,strengthening the sense of trust in government cooperation,improving the performance appraisal system,improving the enthusiasm of government cooperation,perfecting the construction of legal system,ensuring the standardization of government cooperation,building interest coordination mechanism,integrating the interest chain of government cooperation,enriching the forms of cooperation organization,strengthening the cooperation mechanism,strengthening the cooperation mechanism,and strengthening the cooperation mechanism This paper puts forward the countermeasures and suggestions to optimize the local government cooperation in the development of cross regional tourism resources in Yibin City from five aspects,such as promoting the diversification of government cooperation. |
