Research On Cross Domain Administrative Examination And Approval From The Perspective Of Intergovernmental Cooperation

In order to eliminate the phenomenon that the people are running around and around in the process of handling administrative approval business,and promote the convenience of administrative approval,under the planning and guidance of the central government,the upsurge of cross-administrative regional cooperation in handling administrative approval business has gradually emerged among local governments,resulting in a large number of approval cooperation agreements and complex and diverse intergovernmental administrative approval cooperation networks.As an innovative measure of the examination and approval system,cross-regional administrative examination and approval has evolved into three types of cooperation:informal,loose and close in practice,which greatly facilitates the people to handle the examination and approval business in different places.However,at present,there are barriers and difficulties in the practice of cross-regional administrative examination and approval,such as the disorder of cooperation system and unsmooth cooperation.Therefore,this paper takes Suzhou as an example and combines relevant theories to conduct in-depth analysis of cross-regional administrative examination and approval,hoping to systematically optimize the cross-regional administrative examination and approval operation mechanism,maximize its effectiveness,improve the level of government administrative examination and approval services,and take this opportunity to further promote the depth and breadth of China’s intergovernmental cooperation.Based on the seamless government theory and government regulation theory,this paper uses qualitative interview method and case method.This article first reviews the policies related to cross-border administrative examination and approval,and outlines the current situation of cross-border administrative examination and approval practices in various regions of our country and in Suzhou,the paper also selects 22 practical cases from Suzhou’s cross-regional administrative examination and approval practice as macro-case background,and selects three practical cases with differences in the depth of cooperation as micro-case background for in-depth analysis,in order to form an overall and clear understanding of the current situation of cross-border administrative examination and approval in Suzhou.Secondly,on the basis of the above-mentioned summary of the cross-regional administrative approval of different types of practice and operational processes,combined with theoretical analysis of cross-regional administrative approval of the dynamic mechanism,in order to be able to cross-domain administrative approval of the approval of innovative measures to form a more in-depth understanding.On the basis of fully grasping and analyzing the practical materials,this study finds that Suzhou faces a number of practical difficulties in the process of cross-regional administrative approval,such as low-level and fragmented cooperation,failure to cooperate,low efficiency of cooperation,and difficulty in linking and sharing system data.After an in-depth analysis of the causes of the predicament,this study proposes five ways to strengthen the top-level design of cross-border administrative examination and approval,promote the development of legal systems for inter-governmental cooperation,optimize the operational mechanism of cross-border administrative examination and approval,promote the overall ideological change of administrative agencies,and integrate preparations for the construction of a digital government,so as to help Suzhou and other local governments to carry out more efficient,convenient and in-depth cross-border administrative examination and approval cooperation.
