| Under the socialist system with Chinese characteristics,state-owned assets are of great political significance to the country.The total amount,growth rate and the industries in which state-owned assets are located play a pivotal and important role in China’s economy,and are also related to the well-being of all people.Therefore,the supervision of state-owned assets has always been an important component of national governance,and the institutional mechanism for the supervision of state-owned assets has been constantly changing with the reform of the national economic system.However,compared to governments and enterprises at all levels,the NPC,as the legal agent of ownership,has not fully implemented its specific supervisory responsibilities,and its supervision as a legislative body is also weak,and the imperfection of the system has resulted in the absence of ownership subjects and the resulting insider control,making the huge and important state-owned assets The system is not perfect,resulting in the lack of ownership subjects and the resulting insider control,making the huge and important state-owned assets face the danger of erosion in different systems.In response to this problem,the Decision of the CPC Central Committee on Several Major Issues of Comprehensively Deepening Reform adopted at the Third Plenary Session of the 18 th CPC Central Committee proposed to strengthen the review and supervision of the budget and accounts of the NPC and the supervision function of state-owned assets,which clarified the supervision function of the NPC on state-owned assets at all levels at the policy level,and in 2017,the CPC Central Committee issued the Opinions on the Establishment of the System for the State Council to Report to the Standing Committee of the National People’s Congress on the Management of State-owned Assets,marking a new era in the supervision of state-owned assets by the NPC.Strengthening the supervision of state-owned assets by the NPC will be an important direction for the work of NPCs at all levels in the coming period.As an important foundation of the NPC system,the county-level people’s congress are limited by power,resources and other conditions,how to make supervision and utilization of state-owned assets in the face of such a form and task is a question that academics and practical departments should think about.The purpose of this paper is to propose countermeasures and suggestions for the task of strengthening the supervision of state-owned assets by NPCs from the perspective of public management discipline.This paper focuses on the National People’s Congress(NPC)of District Q of Chengdu.It focuses on the theme of supervision of state-owned assets by the NPC of District Q of Chengdu.Combining with the relevant theoretical foundation,this paper investigates and studies the practices of the NPC of District Q of Chengdu in recent years in performing its supervisory functions and supervising state-owned assets.We firstly collate and read the relevant monographs and papers to clarify the background of the study,grasp the current situation of the study and establish the basic theory.Then,we used interviews and questionnaires to find that the state-owned assets supervision system is still dominated by administrative supervision,the single form of supervision of state-owned assets by the NPC,and the lack of professionalism of NPC deputies in supervising state-owned assets,and analyzed the reasons for the problems such as the lack of functions of the NPC’s supervision of state-owned assets,the inadequacy of the institutional mechanism and the more limited capacity building of the NPC.Drawing on the experience of other grassroots NPCs,such as Longhua District and Lishui City,in strengthening and improving the NPC’s supervision of state-owned assets do.Finally,combining with the actual situation of Q district of Chengdu,we propose suggestions and countermeasures for the NPC and its Standing Committee of Q district of Chengdu to strengthen the supervision of state-owned assets to strengthen the status guarantee of NPC supervision of state-owned assets,to improve the institutional guarantee of NPC supervision of state-owned assets,and to strengthen the capacity guarantee of NPC supervision of state-owned assets. |
