The Design And Implementation Of People’s Court Pre-Litigation Mediation Platform

As a legal system with China’s characteristics,China’s civil mediation system has a long history in China.With the continuous enhancement of national legal consciousness,all kinds of civil cases account for a large proportion in the trial of cases and still have an increasing trend year by year.Nowadays,pre litigation mediation has become a key step in civil procedure.Continuous development of a sound pre litigation mediation system is of practical significance.Today,the "smart court" has become the goal of the informatization construction of the court.It is urgent to build a highly effective and diversified pre litigation mediation platform to achieve reasonable diversion of cases and effectively alleviate the contradiction between the shortage of judicial resources and the rapid growth of cases.The pre litigation mediation platform of the people’s court will take the life cycle of civil cases in pre litigation mediation as the main line and take the staff of the Litigation Service Center as the center.In order to achieve a better pre litigation mediation in all civil cases,reduce the workload of the mediators and improve the efficiency of work,with a substantial increase in the number of cases accepted by the court.In view of the above needs and problems,this paper puts forward the idea of building a unified and pluralistic pre litigation mediation platform,and integrates all the transaction processes in the mediation stage before the case,including the automatic introduction of cases,online and offline mediation,formal filing,mediation documents downloading and signature,and other core functions.At the same time,combining software engineering theory,it analyzes and designs pre mediation platform,introduces Vue,Spring Boot,Mybatis,Dubbo and other technical frameworks,and implements the pre mediation platform of the people’s court with six functional modules.It introduces the concrete implementation method and shows the system test results.Finally,combined with the problems and reflections in the design and implementation process of the people’s court mediation platform,the future function and performance expansion of the platform are prospected.This article discusses the pretrial mediation platform of the people’s court,which has been deployed on 27 courts in Tianjin.The main users are the staff of various court litigation service centers in Tianjin.Since the on-line operation has been stable and user feedback has been good,relieving the pressure of handling cases in civil cases,facilitating people’s litigation and reducing the cost of mediation before litigation.Further promote the court information process.
