Research On Smart Litigation Service Of Grass-roots Court

Intelligent litigation service is an important component of the modernization of judicial governance system and governance capacity.In this paper,Qingzhou Court as the object of study,the intelligent litigation service of grass-roots courts is studied.Firstly,the research status of intelligent litigation service is sorted out.Based on the guidance of digital government theory and social governance theory,the research is carried out according to the train of thought of "status analysis--problem induction--countermeasures proposed".The purpose is to improve the intelligence litigation service level of grass-roots courts and help improve the governance ability of the judicial field.In the research process of this paper,I visited the Information Center of Qingzhou Court and communicated with relevant personnel,investigated the maintenance and operation of the official WeChat public account and Weibo,and collected data and materials including online filing,intelligent execution measures,judicial openness,live trial and so on.The number of intelligence litigation announcements and the realization of intelligence litigation function were compared between the regions and the whole country to analyze the gaps and problems existing in the intelligence litigation service of courts in Qingzhou.Through the study,this paper believes that there is a lack of intelligent litigation service management system in Qingzhou courts,and there is a phenomenon of differential treatment when dealing with the service request of common litigation,which violates the original intention of the establishment of intelligent litigation service.There is a mismatch between the technology of intelligent litigation service and the actual demand,and the relevant functions need to be further improved.In the intelligent litigation service,relevant data are stored independently in different departments and links and lack of intercommunication.In the horizontal litigation promotion process,there is a lack of external business link,and the synergism capacity needs to be further strengthened.According to existing problems,this article selects cases and can cater to the judicial governance trend and orientation of the construction,this study focus on the following four aspects:put forward the strategies of the grass-roots court litigation service improvement wisdom:one is to meet the demand of civil justice and promote grass-roots court started their ability,to re-examine the wisdom orientation and the aim of lawsuit service;The second is to consider the difference and diversification of citizens’ judicial needs,focus on user experience,strengthen the integration and utilization of all kinds of data and resources,and constantly improve the function of intelligent litigation;Third,the upper and lower linkage,regional cooperation,the establishment of the provincial court data center and intelligent litigation service database,improve the management system and management system of intelligent litigation,open up the connection between the government and all walks of life of the data port,enhance the linkage and coordination between regions,industries,departments;Fourth,increase the input of human resources in intelligent litigation service,strengthen the construction of talent team,and constantly improve it from the perspective of performance appraisal and organizational guarantee.
