"Rigid Governance And Flexible Governance":the Dual Logic Of Local Government Governance In The Practice Of Point System

Social governance is an important part of the national governance system,and it is also the key to coordinating social relations,constructing social order,and promoting social progress.The purpose of social governance is to coordinate,regulate,guide and supervise social failures in the process of social operation through the coordinated operation of the government and society.In recent years,rural society has gradually shown a state of "De-publicization",and problems such as the gradual disintegration of village communities and insufficient participation in village public affairs have become more and more serious.In order to effectively solve the outstanding problems in rural governance,Hubei,Ningxia and other regions have innovatively introduced points management models and achieved good governance results,setting off an upsurge in point governance across the country.The point system is an innovative mode of current rural social governance,which is currently being practiced and improved.This paper selects J County in Ningxia as the research object of the thesis,takes the analysis of the operating logic of the integral system as a breakthrough,comprehensively uses the publicity theory,rigid governance theory,and flexible governance theory to analyze the governance logic of local governments in the grassroots governance,and prepares the future for each region.Provide a useful reference in the implementation of the points system.The thesis is thus divided into three parts:the first part is the first chapter,which is the introduction;the second part includes two,three,and four chapters,exploring the governance path of the local government based on the analysis of the operating logic of the integral system;the third part For the fifth chapter,it mainly analyzes the governance logic of local governments in the operation of the points system.The thesis found that the points system aims to regulate rural anomie behaviors by linking points with rewards and mobilize farmers to participate in rural governance.In the design of the system,the points system embeds the interests of multiple subjects as the source of motivation,and encourages and regulates farmers’ daily behaviors through rewards,morality and public opinion.The study further found that in the process of implementing the points system,local governments,as an important leading force in the promotion of the points system,on the one hand use administrative power to guide the new norms of rural reconstruction,and on the other hand use flexible governance methods to stimulate the vitality of the village.Reshape the rural publicity between softness.Therefore,this study believes that in the process of rebuilding the publicity of rural villages through integral governance,local governments can organically integrate constructive governance and endogenous governance according to local conditions,and deeply explore rural endogenousness on the basis of strengthening basic power construction power.
