The end of the 20 th century to the beginning of the 21 st century is known as the“era of immigration”.In this “era of migration”,countries are becoming more and more mobile in terms of technology,goods,culture,information and labor services, and the migration of world population brings more and more different problems under the background of the deepening globalization process.The United States is a country of immigrants and their descendants,after 9/11 attacks,the problems of illegal immigrants into American society mainly focus on the economic development,national security and foreign policy,the problem of illegal immigrants brought to the United States as a whole is comprehensive,in the face of these problems,the U.S.government will be at the root of the problem due to illegal immigration has not been effective control.The bush administration in order to achieve the effective control of the number of illegal immigrants and safeguard national security and at the same time give attention to two or morethings arrives the dual goal of promoting legal immigration and trade flows,the U.S.government's policy on immigration and visa quickly tightening,consolidated immigration law enforcement resources,strict management of illegal immigrants and strengthening the adjustment of the border control,etc.This was followed by a series of relatively relaxed policies with incentives,such as amnesty and temporary worker schemes,to reduce the number of illegal immigrants entering the country.In the face of the illegal immigration governance measures taken by the Bush Administration,various interest groups in the United States lobby to increase their political participation in various ways and paths,providing an important information source for the illegal immigration governance in the United States.However,the differences among interest groups have seriously hindered the legislative process and reduced the efficiency of the legislative process of The Congress,leading to the failure of the Congress to issue effective laws in a timely manner to deal with the problem of illegal immigration.The US government should take into account the interests of all parties and maintain a balance between them in the governance of the illegal immigration issue.After9/11 attacks,the bush administration had contradictory loopholes in the content design of the illegal immigration governance measures.As a result,thenumber of illegal immigrants did not decrease and the problem of illegal immigration was not effectively managed.The difficulty in the governance of illegal immigration in America not only tests the decision-making ability of the American government,but also indicates that there is still a long way to go to eradicate the problem of illegal immigration.
