How Can Deliberative Democratic Council Promote Rural Deliberative Governance

The rural governance system is the basic part of the national governance system.At present,China’s vast rural areas are generally faced with the governance problems characterized by hollowing out,aging,and lack of governance body capacity.,between local government and village self-governance organizations in the structure and function of the governance system,the effectiveness of the mutual connection and interaction is not enough,two forces administration and self-government "suspended"in the rural society,the rural governance system of the government failure and autonomous failure phenomenon,is not conducive to achieve the rural revitalization of the stated goals.Given the above phenomenon,scholars have carried out a lot of research and formed three viewpoints:one is that the excessive interference of the government has suppressed the development space of rural autonomy,resulting in the rural self-government organizations become the "subsidiary" of the grassroots government,unable to play the main function of the self-government organizations,and put forward that the self-government organizations should be "de-administration".Second,it reiterates that the lack of villagers’ self-governance is the cause of the disorder of rural governance,and emphasizes the return of the government in rural governance.The third one considers the respective advantages of government governance and villager autonomy and emphasizes the construction of a governance system integrating multiple subjects.This paper holds that the effective connection between government governance and villagers’ autonomy,which can consider governance efficiency and democratic value,is the best choice to solve the current governance dilemma.The urgent matter is to build a platform of benign interaction between the two.Taking the deliberative democratic council of J City,F Province as an example,this paper introduces the diversity of the subjects and resources in rural governance and explains the unique role and limitations of all kinds of resources in rural governance.Also,this paper summarizes the functions of the deliberative democratic council in integrating government governance and villagers’ autonomy,villagers’autonomy,government departments,as well as other governance norms,like formal system and informal system,governance efficiency and democratic value,"autonomy,rule by virtue,rule by law",etc.The feature of this paper is that it not only introduces the important role of the deliberative democratic council in rural governance,but also elaborates the type of integration it has completed and further discusses the functions of the Consultative Democratic Council.The disadvantage is that the cases quoted in this paper are unique in the region,and the universality of this governance model needs to be analyzed.
