| There are a large number of NGOs in Cambodia, which can promote the local economic development and make up for some functions of the government to a certain extent. As China-Cambodia one belt one road is developing increasingly closely, and the trade relations between the two countries are increasing frequently Especially after China put forward the "one belt and one road" Kampuchea is facing good development opportunities and actively seeking cooperation with China. But this has also attracted the attention of western countries.NGOs with Western backgrounds and the Cambodian National Salvation Party(opposition)have taken various means to attack the ruling party and China, and even obstructed the progress of China’s projects in Cambodia. From the perspective of China’s international aid to Cambodia,China’s aid to Cambodia focuses on infrastructure construction. There are some problems, such as less attention to people’s livelihood, insufficient publicity, lack of transparency in information, standards of aid projects that can not meet international standards, some quality problems, and lack of awareness of environmental protection. For this reason,Cambodian NGOs have intervened in China’s international aid projects. For example,in the construction of Chaiarun hydropower station and Sanghe Ⅱ hydropower station, they have intervened in China’s investment projects in Cambodia by disseminating negative information, inciting public sentiment, holding meetings and other means, which has slowed down the project process, even forced the project to stop, and damaged China’s national image,it also has a negative impact on regional cooperation.Firstly, this paper expounds and analyzes the current situation of NGOs in Cambodia, especially the role of NGOs in the development of Cambodia.Cambodia’s productivity is low and its development is backward. The existence of NGOs improves the living and living conditions of local residents, awakens the awareness of local residents, and promotes the development of medical care and the popularization of education. However, some NGOs are not transparent in finance and lack of cooperation with the government, which is easy to cause negative effects. The intervention and intervention of some NGOs in Cambodia’s development and investment projects is an example,This is reflected in China’s aid projects to Cambodia.China’s assistance to Cambodia has a long history and has achieved great results China’s aid to Cambodia focuses on the areas of people’s livelihood and infrastructure, improving the basic traffic situation and improving the quality of life.In the process of assistance, there are also pressures and provocations from different directions. The supervision and intervention of Cambodian NGOs is a question. In the form of case study, this paper discusses and analyzes the influence of Cambodian NGO organization on China’s intervention in Cambodia assistance projects. This paper selects the hydropower projects of China investment assistance Cambodia, such as sden Chai Arun hydropower station and Sanghe secondary hydropower station project, which encounter NGO intervention in Cambodia as a case study, and focuses on the background of NGO to China aid projects and typical ways of intervention. The intervention of Cambodian NGOs in China aid Cambodia projects is the result of a variety of objective factors. For example,Cambodia government has insufficient credibility and inadequate management of NGOs Cambodia’s political system determines the limitations of the Kingdom’s regime, limited by other sectors. In addition, the infiltration of international forces, especially the Western forces, cannot be ignored.Given China’s strong momentum of development and its ideology,NGOs have been used by Western bad forces to unite Cambodian people to demonstrate, which slows the progress of the project.Other such as poor public opinion control and Chinese enterprises’ inability to communicate fully with NGOs have contributed to the involvement of some NGOs in China’s assistance to CambodiaChina has no additional conditions for Cambodia’s assistance and provides assistance on the principle of peace and win-win results. For example, the implementation and development of hydropower projects will be conducive to the improvement of living conditions and productivity of local residents. However,NGO intervention will affect the project progress, and also have a negative impact on the image of China.NGO intervention in hydropower projects is mostly related to"environmental protection" and "people’s livelihood resettlement".However, the implementation of hydropower projects has been well researched and relevant environmental protection measures have been taken, and the resettlement and compensation for people’s livelihood have been in place.NGOs are used by different types of consciousness to smear China to fight China. This impact is detrimental. To change this situation,we must fully investigate the social situation of local countries, communicate with local governments, civil organizations, especially NGOs,and make seamless connection and communication mechanism,so as to facilitate the project. In addition, the Chinese assistance team should be in line with the international community, have uniform standards in environmental protection, and fully and actively organize and publicize the relevant information of the project itself, and make it public on relevant websites without giving bad forces a chance. Therefore, when China is assisting Cambodia,it only understands the local situation, has better communication with NGOs,and publicizes the project information in time, keeps the information transparent,so as to continuously promote the construction of the community of common destiny of China and Cambodia, bring convenience and development to local residents, and promote China’s development and achieve win-win results. The development of China’s foreign aid can be improved and improved in Cambodia’s aid projects, and it will set a model for China to cooperate with other countries in Southeast Asia, such as Vietnam and Laos. |
