Research On The Current Situation,Problems And Optimization Countermeasures Of The Interaction Between The Government And The Citizens In The Network Political Platform In Wuhan

Internet and other emerging information technologies provide favorable technical support for the modernization of national governance,and also change the governance concept and governance mode.The visibility and low cost of the Internet have brought more convenient channels for citizens to participate in politics.At the same time,it has put forward higher requirements for the government’s response ability.The interactive mode of the government and the citizens in the era of digital governance has changed.In 2006,People’s Daily Online " Local government message board",the first open platform for network politics,was launched,which set off a wave of interaction between the government and the citizens in cyberspace,and actively carried out exploration and innovation.In April 2017,"Wuhan City message board" was launched,which was able to meet the demands of the masses within a limited time and achieved remarkable results.It is gradually forming a distinctive "Wuhan mode".At present,the existing research has been carried out from different perspectives,such as network politics,citizens’ network demands,the connotation and mode of government response,the response performance and influencing factors of government response.The discussion on the overall understanding of the current situation of the interaction between the government and the citizens on the network politics platform is not sufficient,and the sample quantitative analysis and empirical research on the specific areas are few,therefore,it is of great significance to study the characteristic logic of the interaction between the government and the citizens of the network platform in Wuhan.Based on the big data of "Wuhan City message board" network politics platform in 2017-2019,this paper analyzes the political preference and behavior mode of Wuhan citizens’ network demands and the situation of local government network response,finds out the problems and proposes the optimization path based on these.Based on the perspective of public management,combined with the existing research results,this paper uses big data analysis method to describe the current situation of the interaction between the government and the citizens of the "Wuhan City message board" network politics platform as a whole,from the perspectives of time fluctuation,type and topic concern of citizens’ network demands,selection of political objects from the perspective of the relationship between different sectors,strategic expression of citizens’ network demands,and analysis of political emotions.This paper analyzes the characteristics of citizens’ network demands,and analyzes the government response mode and characteristics of the network platform in Wuhan from three dimensions of government response quantity,response speed and response quality.It is found that the interaction between the government and the citizens in Wuhan’s network platform is constantly optimized,but there are still some problems,such as the imbalance of participants,the nonstandard expression of citizens’ political demands,the low efficiency of government response,the platform design to be optimized,the linkage barriers between departments,the imperfect cooperation mechanism,the imperfect supervision and evaluation and accountability mechanism,etc.,which need to be solved by bridging the "digital gap" and improving public participation,optimizing the ability of political discussion,improving the ability of government response,optimizing the network platform for political accountability,clarifying the division of responsibilities of accepting units,strengthening inter departmental cooperation,and strengthening the mechanism of supervision and accountability.
