Research On The Operating Mode Of Enquiring Government By TV In Loal Government From The Perspectives Of Politics-media Interaction Based On A Compatative Case Study About Wuhan,Wenzhou And Xinxiang

The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China put forward the important goal of "promoting the modernization of the national governance system and governance capability".Enquiring Government by TV(EGT)provides a platform for actively accepting social supervision,promoting the government to respond to public service needs and public participation in the evaluation of government effectiveness,showing the interactive scene between the Communist Party of China,the government,the people's Congress,the CPPCC,and the media to promote administrative efficiency and public access,which can deepen the understanding of the theory and practice circles on how to modernize the national governance system and capability by integrating media technology innovation.China's official television station,newspapers are often regarded as the "mouthpiece" of the party and the government,mainly assume the functions of policy propaganda,knowledge popularization,cultural dissemination,etc.,which is different from the western society regarding media supervision as the function orientation of the fourth power.However,in recent years,the Chinese municipal government has explored the EGT,which shows the pluralistic political and social functions such as media supervision,social accountability and consultative democracy under the interaction of political media.By constructing the analysis framework of the leading accountability pressure of the party committee and the interaction between the media and the media,this paper makes a comparative analysis of the TV issues in Wuhan,Wenzhou and Wuhan.The results are as follows: firstly,EGT in local government is under the interaction of party committee,government,people's Congress,CPPCC,media and people.The key factor is the interaction of political media centered on the people's livelihood demands.Second,the operation mechanism of EGT in local government is linkage of internal driving force from administrative accountability pressure led by party committee and external driving force from public opinion pressure which derived from the interaction of political media shaping issue space.Thirdly,in order to achieve the expected goal of improving the administrative efficiency of local governments and responding to the practical demands of the people's livelihood,the operation of EGT in local government is closed-loop with "from people's appeal acquisition to response of public opinion,and then triggering administrative accountability or consultation participation to improvement of administrative effectiveness".Fourth,the key problem in the operation of EGT in local government is to respond to public opinion and the coordination from accountability to rectify and reform.Therefore,shaping the benign interactive relationship between political media can help to ensure the sustainable operation of EGT in local government,promoting institutionalization of people's appeal acquisition public participation in order to ensure the political response and participation of EGT;Creating create a closed-loop from response to accountability,and then to rectify and reform based on TV station to realize the political and social function and expected goal of EGT in local government.
