Research On The Impact Of Basic Public Service Expenditure On The Income Gap Between Urban And Rural Residents In Shaanxi Province

In recent years,as one of the important provinces in the western region,Shaanxi Province has made a qualitative leap in its economic and social development and people’s living standards.However,because China is a dual urban-rural economic structure,the unreasonable distribution of resources and funds between urban and rural areas makes the income of urban and rural residents unequal,and the problems and contradictions caused by it are also increasingly prominent,hindering China’s strategic goal of achieving common prosperity.Therefore,it is necessary to narrow the income gap between urban and rural residents.Fiscal expenditure is the most important means of adjustment,while welfare expenditure is closer to and affects people’s lives.Therefore,this article takes Shaanxi Province as an example to focus on the impact of welfare basic public service expenditures on the income gap between urban and rural residents.This article uses the basic public service expenditure theory and welfare economics theory as the theoretical basis to explain the classification of basic public service expenditure.It studies the income gap between urban and rural residents from four aspects: education expenditure,social security expenditure,health care expenditure and agricultural support expenditure.Mechanism of action.By analyzing the income status and income structure of urban and rural residents in Shaanxi Province,as well as the scale and structure of education expenditure,social security expenditure,health care expenditure and agricultural support expenditure,it is found that these four types of expenditures have insufficient total expenditures and total fiscal expenditures.And the proportion of GDP is not high.In order to analyze the effect of these four types of expenditure indicators in more detail,this paper uses Shaanxi Province ’ s 2003-2018 financial statistics to establish a multiple regression model to specifically analyze the direction and effect of these four types of expenditure indicators on the income gap between urban and rural residents.The results show that education expenditures and agricultural expenditures in Shaanxi Province are positively correlated with the income gap between urban and rural residents,while medical and health expenditures are negatively correlated with the income gap between urban and rural residents.Regarding the problems of these four expenditures,the following suggestions are given: 1.Expand the scale of education expenditure and promote equity in urban and rural education;2.Increase the total amount of social security expenditure and improve the rural social security mechanism;3.Expand the scale of medical and health expenditure and promote urban and rural expenditure Equalization of medical and health care;4.Strengthen fiscal expenditures on supporting agriculture and continue to increase farmers’ income.The above suggestions hope to provide an important reference for Shaanxi Province and other regions to formulate basic public service expenditure policies to narrow the income gap between urban and rural residents.
