Innovation Research On The Supervision Mechanism Of Local People’s Congress To The Supervision Committee Under The New Normal

As a political reform concerning the overall situation,the national supervision system reform,which integrates decentralized anti-corruption resources,plays an irreplaceable role in preventing and punishing corruption.However,absolute power leads to absolute corruption,and power corruption inevitably occurs in the practice of unsupervised power.As the highest local authority in China,it is not only the responsibility of local people’s congresses to supervise local control commission,but also a necessary measure to prevent the aberration of the supervision power.Therefore,this paper sorts out the historical evolution and development of the supervision mechanism of the local people’s congresses to the control commission since the founding of the People’s Republic of China.From its preliminary determination and development to entering a period of new normal.Through the practice of supervision mechanism of the local people’s congresses to the control commission under the new normal state from begin to the end,it is found that there are some problems in the mechanism such as the incomplete supervision and restriction legal system,the inadequate supervision and restriction mode,the lack of supervision and restriction concept,the unclear definition of supervision power and function,etc.Based on the above discussion,this paper combines Swedish parliament’s experience in supervisory mechanism with China’s practice,and proposes to improve and perfect the supervisory mechanism of local people’s congresses to the control commission under the new normal state.Firstly,we discuss two aspects of strengthening the relevant laws to improve the legal power of supervision,and establishing a special supervisory bodies within the purpose to strengthen the effectiveness of supervision.Secondly,we should enrich the way of supervision and establishing an open supervisory system.Finally,it is to upgrade and innovate the concept of supervision of local people’s congresses to the supervisory committee.Through the pertinent countermeasures and suggestions,it provides a way for the local people’s congresses to improve the efficiency of supervision of the supervision committee under the new normal situation.
